The ideal candidate will be a key participant in defining technology concepts, requirements, design alternatives, project schedules, and estimating costs for new system initiatives to enable the alignment of IT and business goals for customer solutions. The responsibilities for this position will be to provide, at a minimum, the following: 1) close interaction with program manager(s) and technical lead(s) to provide consistent and comprehensive direction for program management initiatives, 2) significant risk management and resolution, 3) ongoing cost analyses, 4) COTS and GOTS market surveys to identify more effective solutions to current and near-term development efforts, and 5) technical and solution architecture definition for developing comprehensive Java EE solutions as part of a services oriented architecture (SOA). In addition, this candidate will assist in 1) defining SOA impact on solution definition, 2) develop and maintain business to business integration strategies including web service opportunities and 3) maintain a deep understanding of major integration and middleware solutions and vendors, their strategies, positioning and evolution plans. Government-Off-The Shelf (GOTS), Commercial-Off-The-Shelf (COTS) and custom IT solutions will be integrated and developed using well-structured, industry-standard methods. Work will be done in a heterogeneous environment consisting of Windows, Unix, and Linux platforms. The development process will involve peer code review, code management, documentation, testing, and other well-defined development procedures. Skills/Experience: deliver extensive working knowledge and project related experience in: Essential Skills/Experience: * Engineering experience in full software life cycle development * Recent development and/or design experience with: ? SOA related design, development and implementation experience with Web Services Description Language (WSDL), Simple Object Access Protocol (SOAP), Universal Description Discover and Integration (UDDI), Enterprise Services Bus (ESB), and XML schema definition ? Java/J2EE * Proven expertise in integration and SOA/Web Services implementations and Enterprise Application Integration (EAI) and Enterprise Information Integration (EII) • Software Development and Engineering Practices; Information Management; Oral and Written Communications; Teaming; and Time Management Degree: Bachelors degree in computer science or equivalent level of experience.

Qualifications: Candidates MUST have an active TS SCI with Full Scope Polygraph to be considered.
