Due to the anticipation of future award winning contracts, we are looking for Sr. HR Specialists & HR Specialists in Washington, DC supporting these winning contracts. These positions provides expert consultant and advisory services to senior agency and HR officials on staffing and placement options, alternatives and qualification requirements of positions to be filled. The incumbent possesses in-depth subject matter expertise in the area of staffing and placement, including OPMs Personal Qualification Standards. Area of Expertise: * Conducts competitive and non-competitive staffing and placement actions; * Drafts vacancy announcements and crediting plans and/or automated questionnaires; * Evaluates applicant qualifications in comparison to OPM’s Personal Qualification Standards and any relevant agency standards; * Develops a best qualified list of applicants using category ranking or other similar rating methods; * Prepares Certificates of Eligibles for management’s consideration in making selections; * Resolves issues with managers and applicants on staffing actions; * Audits Certificates of Eligibles after management selection to ensure compliance, and closes recruitment case files. Job Requirements : * Must have had at least one year of specialized experience at GS-201-12 level performing staffing functions as described below. * Must have extensive knowledge and experience in preparing vacancy announcements, job analysis and crediting plans. * Must have extensive knowledge and experience in preparing certificates of eligible’s, including veterans preference regulations. * Prior knowledge of Classification is a plus. * Delegated Examining Unit "DEU" certified in a prior position / or have received DEU Training is a plus.
