As a minimum the position requires an individual which has had experience in Government Service as a Civil Service employee in the capacity as a Human Resource Specialist or equilivent due to working with a team of civil service personnel at the Naval Explosive Ordinance Disposal Technical Division (NAVEODTECHDIV). Responsible for and/or serves as a HR liaison for most of the following areas: succession planning, talent management, labor relations, employment, employee relations, compensation, benefits, EEO, and/or training and development. Provide professional, complex, technical advisory services to managers related to recruiting (both Merit Promotion and appointments under Delegated Examining Authority), staffing and other personnel matters. Employ a wide range of HR concepts, practices, laws, regulations, policies, and precedents sufficient to provide comprehensive HR management advisory and technical services on substantive organizational functions and work practices. Employ analytical and diagnostic techniques and qualitative and quantitative techniques sufficient to identify, evaluate, and recommend to management appropriate HR interventions to resolve complex interrelated HR problems and issues. Develop new or modified HR work methods, approaches, or procedures for delivering effective HR services to clients. Employ consensus building, negotiating, coalition building, and conflict resolution techniques sufficient to interact appropriately in highly charged emotional situations. Develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations. Applicants selected for this position will require background screening and the ability to obtain and maintain a security clearance.
