Facility: DIHS Headquarters More information about this job: Overview: SOCIAL WORKER (O4/O5- Billet) Position Description INTRODUCTION: The Division of Immigration Health Services (DIHS) exists within the organizational structure of the Bureau of Immigrations and Customs Enforcement (ICE), Detention and Removal Operations (DRO) under the supervision of the Department of Homeland Security (DHS). The United States Public Health Service (USPHS) Commissioned Corps Officers, civil service staff and contractors comprise the healthcare professionals working together to provide quality healthcare services. DIHS serves as the medical experts for ICE. The incumbent serves as a Social Worker for Headquarters or one of the ICE facilities staffed by DIHS. These sites provide medical care to detainees in ICE custody. DIHS serves as the medical expert for ICE. This position is open for Commissioned Corps Officers and Contract employees. MISSION: The Division of Immigration Health Services protects America by providing health care and public health services in support of immigration and customs law enforcement. This is accomplished through maintaining a committed, effective and efficient workforce who provides evidenced based appropriate health care in a cost effective manner. COMPETENCIES: * Masters degree in Social Work with Mental Health training. * Experience in a correctional setting – preferred. * Credentialed, privileged, and possess a current, permanent, full and unrestricted license to practice social work in the state where practicing. * Maintains current CPR/BLS certification. * Maintains clinical professional skills via continuing education opportunities. * Maintains basic readiness status.(PHS only) * Cultural Competency. * Interpersonal Skills. * Strong Oral/Written Communication Skills. * Integrity/Honesty. * Team Player. Responsibilities: DUTIES AND RESPONSIBILITIES: * Assess and evaluates the mental health of detainees and refer to outside treatment facilities if necessary. * Completes written evaluation reports on the mental health status of referred detainees. * Provides counseling, psychotherapy, behavioral analysis, and substance abuse education, as required. * Recognizes problems of adjustment, maladaptive behavior or other conditions that interfere with successful treatment. * Serves as a mental health consultant to other health professionals at the facility. * Provides education and training to medical and ICE staff. * Responsible for all case management which may involve community treatment placement, hospital placement, or other after care situations. * Coordinates and monitors program functions including (POCR), Alternatives to Detention (ATD), and Availability of Health Care Programs. * Obtains information to assist the Branch Chief and Division Director in responding to external information regarding ICE Case Management Unit related issues. * Develops speeches, talking papers and presentation material for the Branch Chief and/or Division Director, as required. * Arranges placement in, or treatment of, detainees in appropriate settings as required by the conditions of release outlined by ICE. * Drafts continuity of care plans, letters and financial expenditure estimates for treatment. * Utilizes CaseTrakker system for completing treatment authorization request, case entry and exit reports. * Assists the case manager in the development of detail oriented research into availability of healthcare in countries worldwide. * Ensures providers receive relevant programmatic materials. * Utilizes the Enforce system to retrieve detainees information. * Maintains client records in both electronic and hard copy format. * Follows supervisory chain of command. * Other duties as assigned. Qualifications: REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: * Knowledge of the case management process commensurate with training and education at the MSW level. * Knowledge of the indications and contraindications, complications and techniques in the various psychiatric treatment and diagnostic modalities. * Proficient in Microsoft Office applications. * Flexible and able to adapt to sudden changes in schedules and work requirements.
