GENERAL SUMMARY: KMOD HAZMAT Transportation Coordinator (CONUS) will serve as a full time U.S. Government (USG) representative for KMOD Headquarters in Kuwait. The individual in this position will analyze user needs and perform research and analysis on a variety of projects at the technical expert level and will work in conjunction with the KMOD HAZMAT Transportation Coordinator (Kuwait) supporting the technical team or task lead. The KMOD HAZMAT Transportation Coordinator (CONUS) will perform all aspects of transportation support for all U. S. Armed Forces providing military services to Kuwaits Foreign Military Sales (FMS) Programs. Duties include; manage all FMS case transportation issues for all Kuwait Armed Forces; originate and coordinate classified, hazardous, and unclassified material transportation plans; track outbound/inbound shipments of material to/from FMS client countries; and coordinate all aspects of required Special Assignment Airlift Mission (SAAM) and Surface Deployment Distribution Command (SDDC) shipments. The KMOD HAZMAT Transportation Coordinator (CONUS) will be a member of the NAVAIR Transportation Team, reporting directly to the Office of Military Cooperation-Kuwait (OMC-K) providing transportation support to the KMOD Director of Logistics and Supplies and Base/Operational Commanders and all KMOD programs throughout all branches of the U.S. Armed Forces. Coordination and liaison with all branches of the U.S. Armed Forces, the U.S. Transportation Command, and associated Federal Government Agencies concerning program related issues will be required. This position will provide transportation support to all USG contracts and contractors including Contractor Field Service Representatives from DYNCORP, Boeing, Lockheed Martin, Northrop Grumman, and L-3 who are providing support services to the Kuwait Armed Forces. PRINCIPAL DUTIES/RESPONSIBILITIES: 1. Coordinate with high ranking Kuwait FMS Country Representatives and Office of Military Cooperation-Kuwait (OMC-K) Representatives for myriad of weapon system platforms, providing planning and recommendation for each of the Kuwait Armed Forces as needed to fulfill their programs transportation requirements: 2. Coordination and liaison with all branches of the U.S. Armed Forces, the U.S. Transportation Command, and associated Federal Government Agencies 3. Develop new and/or update existing systems to meet client transportation requirements including program, classified, or COMSEC Transportation Plans; 4. Research, identify, and recommend resources required for task execution and completion; 5. Analyze shipments of high-value, sensitive, explosive, and/or classified assets for all Kuwait FMS programs, determine cost effective modes of transportation to international destinations, arrange and plan SAAM flights and coordinate channel airlifts as required; 6. Attend meetings for FMS customer subscribing to the NAVAIR Transportation Team as a representative of the team Program Manager / Technical Director and attend FMS community meetings and conferences, and provide technical briefings, reports, and other major documents as requested; 7. Coordinate with Original Equipment Manufacturers (OEMs) of significant Military Equipment and Freight Forwarder to ensure effective shipment of assets to and from Kuwait; 8. Evaluate Kuwait transportation procedures/concepts to determine compliance with U.S. Government export/import laws and policies and recommend alternative support procedures/concepts; 9. Serve as technical advisor to senior level Kuwaiti military personnel in assigned subject areas, recommend functional changes, and identify areas requiring further investigation; 10. Represent the NAVAIR Transportation Team as a representative of the team Program Manager / Technical Director on international transportation issues with the U.S. Customs and Border Protection Agency - Department of Homeland Security, Department of State, Defense Security Cooperation Agency, and the Navy International Programs Office; 11. Write and update project documentation including system procedures, presentations and training materials; 12. Provide supervision, technical guidance and leadership to less-experienced personnel as appropriate; 13. Perform business development activities as required; 14. Maintain current knowledge of relevant technologies and subject areas; 15. Participate in special projects as required. Requires BS/BA degree, or the equivalent combination of academic education, military/work experience, and technical/professional courses. Requires 10-15 years experience. 1. Advanced knowledge of the principals, methods, and techniques involved on logistics support of weapons system platforms, with specific concentration on transportation issues; 2. Demonstration of proven record of success on multiple aspects of FMS logistics, as well as knowledge of DOD FMS management and oversight procedures is desired; 3. Proficient in MS Office XP; WORKING CONDITIONS: The work is typically performed in an office environment, which requires normal safety precautions; work may require some physical effort in the handling of light material, boxes or equipment.
