Senior International Recruiter - Afghanistan Projects

Clients include international development agencies, international lending institutions, private corporations and philanthropies, and host-country governments. Job Description: DAI seeks a highly motivated and skilled individual with full life cycle recruitment experience and/or experience in international proposal/new business development to join its Office of Recruitment. The ideal candidate will be able to recruit individuals for positions identified on Afghanistan proposals and current DAI projects in Afghanistan, covering a wide variety of subject matter areas. The successful candidate will possess a bachelors degree or higher, have at least five years of relevant work experience, demonstrated recruitment, international or business development experience; strong oral and written communication skills; ability to work positively on teams, inter-office as well as cross-culturally; enthusiasm for taking on new challenges; proficiency in a foreign language; willingness to travel to overseas, highly desirable. The Senior International Recruiter will report to the Afghanistan Recruitment Manager. Responsibilities: Recruitment Process: Candidates are expected to manage and lead complex recruitment assignments that require creative application of knowledge to specific recruitment challenges. ? Work with proposal and hiring managers to develop position descriptions; ? Source appropriate candidates through internal and external networks, industry events, DAIs internal recruitment database and online electronic resources; ? Build "pipelines" of candidates for hard to fill positions; ? Follow standardized processes to screen and select the best candidates, ensuring compliance with all governmental and client employment specifications; and ? Facilitate decision-making by hiring managers in order to meet hiring deadlines. New Business Development Process: ? Help proposal teams develop appropriate staffing plans according to proposal requirements; ? Negotiate candidate salaries and benefits within proposal budget constraints; ? Ensure that all staffing documentation submitted with proposals complies with donor specifications (including letters of commitment, proposal offer letters, etc.); and ? Re-write candidate CVs to address qualifications required for roles specified in proposals. Project Recruitment Process: ? Help project management teams identify candidates which meet contract requirements; ? Negotiate expat compensation packages per donor contract guidelines; ? Submit all documentation required for candidate approval; and ? Assist project teams in mobilizing new hires. Basic Qualifications: ? Bachelors degree in a relevant discipline; ? At least five years relevant work experience, international development experience preferred; ? Knowledge of USAID rules and regulations for hiring preferred; ? Ability to work effectively in a team environment with only general direction; ? Facility to grasp many details quickly and apply these in the recruitment context; ? Ability to take responsibility for assignments and report on progress with minimal oversight; ? Willingness and ability to encourage and mentor less experienced professional colleagues; ? Ability to communicate clearly and professionally with internal clients and external candidates, both verbally and in writing; ? Strong oral and written communication skills in English, plus fluency in another language highly desirable; ? Excellent interpersonal skills, and possess the ability to work effectively with diverse teams and handle many tasks simultaneously, often with inflexible deadlines.
