HR Coordinator

This position coordinates and administers general human resources policies, programs and procedures. The primary responsibility for this position is to coordinate and support the programs related to benefits administration and HRIS administration, including, but not limited to, the following programs: unemployment compensation, workers compensation, new employee orientation, HRIS, retrieval and tracking of documents supporting the reporting requirements related to federal, state and local jurisdictions, and licensing and maintenance of the Employee Benefit/Personnel File.  Additionally, the position may provide support as deemed necessary to the areas of Employment Services and Employee Relations.

ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:

The below statements are intended to describe the general nature and scope of work being performed by this position. This is not a complete listing of all responsibilities, duties and/or skills required.  Other duties may be assigned.

•        Supports HR team environment and collaborates with members of the HR department on a daily basis to promote the efficient and effective implementation of all HR programs in the best interests of NCC staff. Ensures confidentiality and professional satisfaction of services within the daily operations of the human resources department.

•        Assists in the development of personnel policies and procedures and new human resources programs and services.

•        Coordinates communication of organizations HR practices and policies with Program Managers. Acts to ensure communication of HR procedures is fluid throughout the organization.

•        Oversees the administration of Benefits/Welfare Programs, including:

o        Performance evaluation program (initial evaluation and annual performance review): Coordinates the calendar and agenda for the implementation and completion of the evaluation process.

o        HRIS: Maintains employee master files to ensure accurate and timely application of information within the designated pay period. Coordinates communication/information flow procedures between HR and payroll, ensuring data accuracy through the implementation of a check and balance process. Reviews applications and assists in the resolution of non-routine applications.

o        Coordinates the administration of the health and welfare plans: Ensures all qualified eligible employees are notified of program participation, complete appropriate forms and are properly enrolled in plans. Ensures all separated employees are informed of the benefit opportunities upon separation and timely submission of data to the COBRA third party administrator. Maintains all records pertaining to health and welfare programs and reconciles the monthly invoices/billings for health, dental, group life in a timely manner. Maintains professional and ongoing communication with benefit vendors/agencies to ensure compliance with the administration of the plans. Ensures compliance with COBRA, FMLA, and ADA. Develops and implements the annual benefit enrollment program providing education and information to staff.

o        Unemployment Compensation: Initiates the response for claims and retrieves documentation in support of the claim for timely submission. Tracks claims and reconciles the quarterly invoices to ensure proper claim representation and verify accurate billing of costs to the organization.

o        Workers Compensation: Directs the maintenance of the administrative notebook and recordkeeping of the Workers Compensation Program (OSHA LOG). Properly communicates with employee and supervisor and maintains active communication with Carrier related to claim activity, return to work and/or implementation of a light/modified duty plan. Ensures appropriate review of benefit applications for covered employees.

o        Retirement Plan (403B): Organizes the information/enrollment sessions with Plan Representatives and employees. Ensures proper enrollment actions are administered for Plan participation under the guidelines of the Summary Plan Document. Assists with the reconciliation of invoices.

•        Recruitment: Assists Lead Recruiter in the coordination of recruitment activities, including but not limited to: calling and/or screening applicants, responding to applicant interest.

•        Employee Relations: Assists HR Director with first phase of employee relations investigations, including: conducting interviews and compiling documentation with regard to events associated with employee relations matters.

•        Completes tasks in a timely and accurate manner; maintains information in an organized and accessible manner.

QUALIFICATION REQUIREMENTS: (Required to perform essential functions)

EDUCATION and/or EXPERIENCE: (Required to perform essential functions) Bachelors Degree from an accredited 4-year college or university in the field of industrial relations, personnel management, or business administration with at least 4 years experience in a human resources generalist position including experience in benefits administration, employment screening and employee relations. Demonstrated proficiency with MS Word and Excel; HRIS data entry capability; working knowledge of internet enrollment processes, experience with ADP/HR Perspective a plus. Familiarity with FMLA, ADA, ERISA regulations. Ability to comprehend information contained in Summary Plan documents and to communicate eligibility/enrollment guidelines to all levels of employees.
