Facility: Inova System Office Location: Falls Church, VA US Department: Human Resources Work Schedule: Full Time, M-F Shift: Day Hours per Pay Period (2wks): 80.00 Job Level: 5-7 Years Education: Bachelors Degree Category: Human Resources/HRIS Position Summary: Reporting to the SVP of HR, this position provides functional and technical HRIS leadership across the Human Resources disciplines, manages HRIS vendors, and is responsible for the eventual development of a HR Service Center with the objective of easing the administrative burden on HR Client Managers while promoting Manager and Employee Self Service. This position will have oversight for many HR related projects including the implementation of Success Factors, the evaluation of the current HRIS system with recommendations for changes and the automation of all forms. PRIMARY RESPONSBILITIES * In partnership with IT, design, integrate, deliver and evaluate all core HR Information Services and transactions regarding internal employees including Compensation, Performance Management/Talent Management, and Applicant Tracking etc. * Provide leadership, and functional HR and HRIS operational expertise, to the design and deployment of a HR Service Center, supporting HR Client Management in their efforts to administer transactional? HR activities. * Leverage technology and data management to identify key HR metrics and deliver them in an automated fashion to support Managements operating and strategic priorities. * Partner with process owners in the selection, design, deployment, and maintenance of HR Systems Applications that support HR processes, including training, compensation, benefits, staffing, performance management and other key functional systems. * Partner with Vendors and internal clients to support on-going HR processes, utilizing insourced and outsourced technologies; including accurate transmission of electronic files to support benefits administration, payroll processing, retirement plan contributions, etc. * Interact effectively with IT to ensure alignment of HR technology efforts with those of other Corporate functions, as well as those across businesses. * Recommend policies and procedures related to HRIS operation, maintenance, interfaces and security. * Assist in the design and delivery of HRIS related training programs. * Manage HRIS Projects and HRIS Staff to achieve HR department goals and objectives that require systems and technology related support. * Organize workflow to achieve efficient coordination, investigation, evaluation and resolution of workers? compensation/disability/FMLA claims. * Keep track of and facilitate all Legal items ranging from Subpoenas, EEOC Charges, Lawsuits, Wage Garnishments, etc. * Partner with System Compliance and Internal Audit functions to assure data entry quality procedures are in place, and to develop and execute an annual self-audit program. * Oversee the daily (and other regular) data auditing operations regarding human resources information, and partner with IT and Payroll to assure ongoing process and quality improvements in reporting and payroll processing procedures. * Ensure compliance with all applicable policies, rules, regulations and laws; stay abreast of legal, regulatory and policy developments affecting areas of responsibility; enforce legal and regulatory requirements impartially. Requirements: EXPERIENCE & QUALIFICATIONS * At least 10 years of business experience in IT/HR/HRIS. * Minimum of 5 years of experience in managing HRIS governance and compliance. * Previous experience leading the HRIS department within a complex, multi-unit organization. * Experienced internal consultant with comprehensive knowledge of systems development life cycle, business process analysis, and software testing. * Full life-cycle implementation experience. * Excellent collaboration and communication skills, an analytical problem solving approach, customer service orientation and results driven. Candidates will be required to illustrate these competences based on their past experience. * Experience in deploying and supporting HR systems in a variety of environments. * Specific experience deploying and managing compensations, benefits, staffing and performance management systems a strong plus. * Strong technical leadership skills required, including the ability to positively influence key constituents. * Project Management experience with a proven ability to collaborate and work as a team in successfully delivering projects on time and within budget. * Ability to identify and document specific HR application security and data integrity issues; propose resolution options from the perspective of key stakeholders. * Full understanding of the HR function, past experiences in the areas of HR generalist, recruiting, and employee relations a plus.
