AGENCY BACKGROUND INFORMATION: The National Capital Revitalization and Self-Government Improvement Act of 1997 established the Court Services and Offender Supervision Agency as a federal agency on August 5, 2000. The mission of the Court Services and Offender Supervision Agency (CSOSA) is to increase public safety, prevent crime, reduce recidivism, and support the fair administration of justice in close collaboration with the community. The Court Services and Offender Supervision Agency presents our nations capital with a unique opportunity to create a new level of offender supervision, which in turn will provide a safer environment for our citizens. The strategic goals of the Agency are to 1) Establish strict accountability and prevent the population supervised by CSOSA from engaging in criminal activity, and 2) Support the fair administration of justice by providing accurate information and meaningful recommendations to criminal justice decision makers. Ultimately, the Court Services and Offender Supervision Agency Office of Human Resources is responsible for determining an applicants final rating. DUTIES:(The duties described reflect the full performance level of this position) The candidate selected will represent the Agency before administrative agencies such as the Equal Employment Opportunity Commission (EEOC), the Merit System Protection Board (MSPB), and the Federal Labor Relations Authority (FLRA), and serve as co-counsel to Assistant United States Attorneys in matters before the United States Courts as necessary. As agency counsel, the incumbent conducts and/or directs discovery, legal research, and drafts pleadings and other legal memoranda in complex cases, and assists and advises other staff attorneys in the execution of these tasks in cases assigned to them. The incumbent assists the General Counsel and the Deputy General Counsel in advising top agency management and other CSOSA/ Pretrial Services Agency (PSA) staff in such areas as the handling and processing of litigation, the legal rights of offenders, interpretation of court judgments, orders and decisions and other legal matters pertaining to offender/defendant supervision issues. Provides legal advice and service to managers regarding the interpretation, applicability and impact of Federal laws on CSOSA/PSA programs. Analyzes allegations of violations of prohibited personnel practices, and other related complaints; confers with investigators and staff and advises agency management regarding legal issues involving labor-management relations and human resource management. The incumbent assists the General Counsel and Deputy General Counsel in such matters as conducting negotiations with high level agency officials, and with other federal/state agency and private sector counsel. Incumbent assists in the research and preparation of legal opinions regarding complex and novel questions of law, involving interpretation or application of legislation, court orders and administrative opinions, Executive orders, regulations and rules. Prepares and reviews proposed agency policy involving multiple areas of law, statute, or regulations and works with agency staff to develop procedures and administrative or procedural regulations. Advises the Freedom of Information Act/Privacy Act (FOIA/PA) Office and other CSOSA/PSA staff on issues relating to the release of protected information. Assist the General Counsel and Deputy General Counsel and other staff attorneys in advising agency management and staff on matters related to ethics, appropriations, procurement, criminal and federal administrative law.
