Data Engineer (Core): Reports directly to the Manager of Network Planning and is responsible for research, tracking data industry technology developments, equipment and vendor recommendation, evaluation, test and selection of data communications hardware and software elements for the overall network architecture/evolution. This position oversees the development and definition of detailed system specifications of data product and service requirements in support of new product rollouts including vendor selection, platform engineering, product testing, functional and system integration testing. This individual will be required to help assemble the capital budget and create projects for approval associated with new software and hardware data element selection. The person in this position will coordinate with Regional engineering teams and Shared Services Engineering Planners to integrate new products and services into the network, evaluating new data technologies for deployment in Frontiers network to include lab evaluations and network pilots; and documenting recommendations for deployment of new data technologies in the Frontiers network to the Senior Leadership Team. The position will also play a key support role with both the sales and marketing organizations in evaluating new business opportunities to determine the appropriate data technologies to support new product development, the associated costs, and timeframes associated with new revenue streams. Major job activities in order of importance for which the job position is held accountable: Specific duties/responsibilities/functions Data technology planning and evaluation as it pertains to system design requirements including new equipment selection, TBS integration, requirement specifications, requirement gathering, design selection, alternative recommendations, costing and scheduling. Interface with Sales and Marketing to define new data products and services and ensure timely selection of data equipment to support new product rollouts. Provide input to the development and documentation of guidelines and specifications for the proper configuration and usage of the data network and its components. Recommend policy design and maintenance (internal/external protocols and network design layout) Provide financial analysis on proposed data equipment. Required kind and length of experience BSEE, BSCS, BSET and 2 or more years telecom related experience or in lieu, 2 or more years telecom related experience and proficiently perform all the duties and responsibilities for each network (ATM/Frame, IP and Dial). This position will also provide 7x24 tier three support and may require travel. Specialized Knowledge: Strong technical, analytical, and organizational skills associated with evaluation, design and implementation data and networks. Strong traffic engineering and network modeling skills. Have a strong understanding of ATM, Frame Relay, DSL, Internet protocols (TCP/IP, BGP4, OSPF, Ethernet, MPLS, etc.) and how they relate to the industry as a whole. Knowledge of RADB (Routing Arbiter Data Base) functions. Knowledge of PRI/CTI circuits. A background in network administration and Internet technologies. Working knowledge of scripting languages used in UNIX and Web systems. Experience with the following hardware: Lucent ATM/Frame Relay switches, Cisco routers, Juniper routers, Cisco access servers, Cisco Ethernet switches. Experience with the following software: Radius, Cisco IOS, JunOS, NMS, HP Openview and UNIX processes and daemons. Able to fluently communicate plans, alternatives, and recommendations in both written and verbal form. Familiar with electrical engineering. Technical familiarity with Fiber Optic networks and SONET multiplexing. Technical familiarity with channel banks, multiplexers, DSX panels, digital cross connect systems. Possesses a working knowledge of statistical analysis fundamentals. Computer skills including Excel, Word, PowerPoint and Visio used for formulating reports and generating presentations. Experience with bilateral and transit network peering. Training experience. Knowledge of voice over IP or ATM. Occasional overtime as required to meet needs and support of the business. PROBLEM SOLVING: 1. Typical Problems: Providing recommendation on specific vendor equipment Network upgrade enhancements and coordination to meet customer requirements. Performing technical research on new equipment. Determine the most cost effective way to provide additional network services. To insure that practices, procedures and programs are issued in a timely manner to ensure effective guidance required to improve human resource utilization and to enhance the quality of service experienced by the Frontier customer base. 2. Most Complex Problems: Constantly monitor and review new data technologies required by the organization. Applying new technologies to the current network base. Application design requirements in an area where new technology is changing quickly and standards are not yet, or well defined. Continued and accurate network modeling to support network requirements. Capturing the impact of software and/and hardware upgrade across the entire data network.
