Title: AVP, Business Analyst - Non-IT Temporary Work Force Location: NY-New York The objective of the Expense Management contingent workforce analyst role is to assist in implementing and managing the controls associated with the Bank's vast number of non-employees throughout ICG and O&T. The position will entail detailed analysis of the contingent workforce usage including identifying opportunities to reduce expenses through better utilization of the non-employee workforce, implementing streamlined controls to ensure appropriate usage of temps and assisting in the implementation of a vendor management system (VMS). The effort will first entail North America and Canada but is anticipated to become a global role assisting other regions with implementing controls, develop the needed level of MIS and assisting to identify efficiencies. Responsibilities include leading the effort to automate very manual processes to control and report on the contingent labor force. The individual must be highly analytical and be comfortable analyzing large sets of data to identify areas of opportunities associated with temp usage, pay and bill rate practices, over time usage and assess the inconsistency between experience levels of temps and their required functions. In addition, the individual will be responsible for assisting in implementing the VMS and is anticipated to be a regular user of the system to properly analyze temp usage and ensure controls are properly adhered to. The main challenge of this position is to assist in ensuring that controls are developed to properly manage the vast number of contingent workers. Currently, there are highly manual processes that prevent full oversight of this population. Thus, the main challenge is to develop tactical solutions to automate the existing manual processes as well as participate in the strategic roll out of the VMS. In addition, there will be challenges in rolling out the strategic processes and systems in NAM and Canada to ensure that all requirements are met. Further challenges will take place when the system and associated controls are rolled out globally, given the specific needs and requirements of each region. Critical success factors include the automation of control process, reporting and ability to analyze trends and identify anomalies associated with the use of the non-contingent work force. It is expected that through detail analysis and improved control processes that efficiencies will be realized and expenses will further decline. This position will offer the candidate the experience and insight to implement strategies to reduce costs for a global organization. In addition, the candidate, if proven effective, will participate in efforts across other expense lines since the approach to efficiency in one category is transferrable to other categories. In addition, the individual will be exposed to the entire organization and become in expert in sourcing labor for a global, geographically diverse company. * Existing knowledge of temporary labor industry and hands on experiencing working within a large contingent workforce vendor * Detailed knowledge of temporary staffing systems (VMS) and prior hands on experience working with either off-the-shelf or proprietary contingent workforce management systems. * Very strong analytical skills and proven ability to analyze large sets of data * Ability to implement solutions to assist in the automation of data analysis and develop tactical tools to automate processes * Strong Excel and MS Access skills
