Title: SVP, Business Analyst - Non-IT Temporary Work Force Location: NY-New York The objective of the Expense Management contingent workforce category manager is to oversee the implementation and management of the controls associated with the Bank's vast number of non-employees throughout ICG and O&T. The position will entail direct oversight of the process, procedures, controls and reporting of the contingent workforce. This includes identifying opportunities to initiatives to reduce expenses through better utilization of the non-employee workforce, implementing streamlined controls to ensure appropriate usage of temps and actively participating in the implementation of a vendor management system (VMS). The effort will first entail North America and Canada but is anticipated to become a global role assisting other regions with implementing controls, develop the needed level of MIS and assisting to identify and implement efficiencies. Responsibilities include leading the effort to automate very manual processes to control and report on the contingent labor force. The individual must possess industry expertise in the field of contingent labor force and staffing. The individual will be directly responsible for identifying areas of savings opportunities associated with temp usage, pay and bill rate practices, over time usage and assess the inconsistency between experience levels of temps and their required functions. In addition, the individual will be responsible for the implementation of the VMS and is anticipated to be a regular user of the system to properly analyze temp usage and ensure controls are properly adhered to. The main challenge of this position is to assist in ensuring that controls are developed to properly manage the vast number of contingent workers. Currently, there are highly manual processes that prevent full oversight of this population. Thus, the main challenge is to develop tactical solutions to automate the existing manual processes as well as participate in the strategic roll out of the VMS. In addition, there will be challenges in rolling out the strategic processes and systems in NAM and Canada to ensure that all requirements are met. Further challenges will take place when the system and associated controls are rolled out globally, given the specific needs and requirements of each region. Critical success factors include the design and development of a strategic control framework to be implemented globally. This includes the automation of control processes and implementation of a platform to properly report and identify anomalies associated with the use of the non-contingent work force. One of the main success factors is not only to develop a strategic platform but also to develop one that can be implemented to take into account of all regional requirements and local laws. This position will offer the candidate the experience to design, develop and manage a globally integrated process and framework to ensure that company with ~300 employees is properly utilizing and managing its contingent workforce. In addition, the candidate will gain first hand experience rolling out the needed systems on a global basis in a company that operates in 100 countries. * Detailed knowledge of temporary staffing systems (VMS) and prior hands on experience working with either off-the-shelf or proprietary contingent workforce management systems. * Strong project management and people management skills * Ability to oversee individuals who will provide the detailed analytics necessary to identify opportunities for efficiency * Ability to set priorities and communicate requirements to other areas that support the contingent workforce * Ability to effectively communicate to senior management. * Strong presentation skills * 10 years of contingent workforce industry experience. * Prior experience working with and deploying Vendor Management Systems. * Very strong project management skills * Proven ability to implement both strategic and tactical solutions * Strong communication and presentation skills.
