Financial and Program Management Analyst

Responsibilities:

Noblis is seeking a qualified Financial and Program Management Advisor to provide finance and cost management in support of a scientific federal agency.  The work will be conducted primarily at the client site in Silver Spring, MD.

The Financial and Program Management Advisor will assist Science and Technology management with various finance and cost management activities related to the budget and contractor performance monitoring tasks.  The candidate must have a strong background and understanding of Government finance, budgeting, and cost estimating.  Responsibilities include:

* Work closely with the Science and Technology Programs and Plans Division (PPD) management, Science and Technology Program Managers, and the Resource Manager * Work in a team environment soliciting budget requirements and supporting financial elements of program execution with multiple offices and with other Federal agencies * Participate in monthly finance and technical reviews and develop monthly status reports, graphics, and documentation/presentations * Develop and maintain fiscal year spend plans to include: * Tracking funding streams through various appropriations * Planning and tracking expenditures * Maintaining funding balances for travel, materials, maintenance, and other project expenses * Monitoring balances to alert management to act on funding requests * Assist with documentation of funding activities and details, i.e., contingency reserve expenditures, reallocations * Providing analysis and communicating project risks due to funding gaps, unplanned expenditures, and unidentified project requirements * Monitoring and tracking status of project-initiated commitments and obligations for both spend plan projection purposes and to ensure that spending and funding delays do not jeopardize the progress of the project.

Support definition of program requirements and associated programmatic costs

* Apply qualitative and quantitative methodologies to the development and justification of program cost estimates, life cycle estimates, budget requests/adjustments, and program changes * Assist in evaluating contractor quotations for contract modifications and change proposals, work breakdown structures, cost/schedule performance measures, and schedule impacts * Provide financial assessment of required changes in program technical baselines, using systems engineering analysis, and other rationale * Support program Integrated Product Team (IPT) meetings, C. Request status meetings, and various program technical reviews * Assist Government contracts specialists and Contracting Officer Representatives (CORs) in contract modification actions to include analyses, fact-finding, requisition support, and contract negotiations * Develop and maintain Procurement, Acquisition, and Construction (PAC) execution year and out-year spend plans and tracking all requisitions to obligation * Respond to financial data calls from the operating unit, agency, department level CFOs as needed * Provide analysis, change management, financial analysis, and data entry functions in supporting the OMB Exhibit 300 for assigned programs

Perform Earned Value Management System (EVMS) data collection, analysis and reporting on assigned programs

* This includes monthly reporting to the agency CIO and ad hoc reporting, but also senior level EVMS system analysis and recommendations in the event of significant program cost or schedule variances

Provide analyses of cost data and end-of-month/year reconciliation of various projects

* Maintain cognizance of the appropriate agency cost data collection and reporting requirements, maintaining expertise in and working to improve the processes and tools for collecting, accessing, and reporting cost data, establishing and maintaining appropriate cost data reports, and participation in periodic audits

Requirements:

* Bachelors degree in an applicable field.  Masters degree preferred. * At least 10 years progressive experience in Finance and Cost Analysis. * In depth knowledge of MS Excel and MS PowerPoint is required. Knowledge of MS Access and MS Project is a plus. * The successful candidate will participate in addressing a variety of challenges associated with large-scale data processing systems.  The candidate should be knowledgeable of the Clinger-Cohen Act and Congressional Appropriations funding to support the capital planning and investment process. * Experienced Noblis staff and management will provide guidance and assistance to this staff member, but the ability to work independently will be critical to success. * The work will primarily be conducted in Silver Spring, MD.
