Provide project management and coordination, and conduct research for Managing Global Insecurity (MGI), a project on challenges for multilateral reform in order to address 21st century challenges of global security and global scarcity, including but not limited to: food, water and energy scarcity and the security impacts thereof; international institutional reform, including development institutions, security institutions, and political institutions (including G8 and G-20); and international response to fragile states. Work with the project Director at Brookings Institution, as well as with the deputies of the Vice President for Foreign Policy and the Vice President for Global Economy, as well as with the office of the President, to manage project for maximum impact; to manage a high-profile US and International Advisory Group; to promote MGIs research and policy findings, through publications and information dissemination, outreach to the US administration and key allies (including but not limited to UK, Australia, Canada, Norway), UN officials, and international leaders. Education/Experience Requirements M.A or M.P.P. in international affairs or related area required with emphasis on international development or security policy, minimum 6 years relevant work experience. Experience interacting with high-level officials, and with high-level governmental decision-making and/or multilateral negotiations. Research and publications track record on one or more areas of specific relevance to MGI, including resource scarcity, multilateral institutional reform, and global security arrangements. Knowledge Requirements Background and understanding of international affairs and multilateral reform, outstanding project management and implementation skills; superior qualitative research, strong writing/proofreading/editing skills; excellent organizational and communication skills; ability to prioritize in a heavy workload environment. Applicants must be currently authorized to work for any employer in the U.S. Principal Duties and Responsibilities 40% Research * Develop and maintain a research agenda on one core issue relevant to MGI; with research agenda and a sub-project in an area of core interest to the MGI project, either with regards to multilateral institutional reform; global scarcity and international responses to it; coherence of international and national policy; or response to fragile states. * Conduct research on project issues and collect data for use by collaborators on writing of international case studies, policy briefs, and project monograph. * Draft/edit project materials including policy briefs and case studies for multiple audiences based on project research; contribute to project publications. * Assemble relevant unclassified material including press reports, interviews, government data, documents, and reports, and seminars. * Write summary reports of forums, symposia, and conferences. * Monitor current developments in areas of multilateral reform, US foreign policy and the global policy of key US allies. * Work with Web Coordinator managing content on project web page as part of policy outreach strategy. 60% Project Management and Coordination: A. Project Management * In consultation with project principal, develop overall strategy and operation approach to ensure the successful completion of the project and to maximize project impact. * Develop a detailed project implementation schedule with deadlines for meetings, materials and publications and guide project implementation based on this schedule. * Coordinate with research partners, administrative, and financial staff at two other leading research institutions. * Oversee development, management, and coordination of International Advisory Group (IAG) and US Advisory Group; including regional roll outs and outreach. * In collaboration with project directors, design agendas for meetings, workshops, and conferences. B. Project Outreach * In conjunction with FP Director of Communications, coordinate with project partners and relevant specialists, develop strategies to brief Congressional, political and policy actors who are key to acting on project recommendations. * Prepare presentations and briefings for domestic and international leadership on project results. * Manage outreach with Advisory Groups, obtaining input and materials from project principals. * Develop focus groups and other relevant networks with project partners to obtain input on project materials and strategies. * Respond to public requests for information C. Project Administration * Oversee administrative and research staff and interns; manage logistical arrangements for forums, seminars and conferences at the Brookings, Washington, national, and international level. * Maintain with the financial staff at Brookings a project budget and provide principals with information on the execution of the budget * With FP Director of Development, engage in raising funds to support the project including the preparation of funding requests, materials, and reports. * Coordinate with FP Director of Communications, publishers and other relevant communications specialists on the production and editing of project materials, briefs, case studies, and books.
