The successful Systems Engineer, Level III will be serving as one of the systems engineers resonsible for the planning, development, and fielding of Digital Policy Management solutions for our client. In addition, the selected Engineer will be performing the following: ? Serve as key engineering person on projects for both customers and the project teams. ? Provide guidance and support to technical and programmatic requirements derivation. ? Provide senior technical guidance and leadership of engineering, analysis and development teams. Guide users and team members in formulating requirements, advise on viability of alternative approaches, and conduct and evaluate feasibility studies. ? Responsible for the integration of requirements, design, risk mitigation and technology of complex systems. ? Provide guidance and support to ensure seamless incorporation of new plans, designs and systems into ongoing operations. ? Guide and participate in development of technical documentation associated with results analysis and risk mitigation. ? Develop artifacts (i.e. requirements documents, CONOPs, use cases, risk management plans, etc) that document Digital Policy Management Solutions and their operational environments ? Provide technical expertise, as required, to other programs (i.e. Privilege Management, IA Audit Management, IA Configuration Management etc) as well as the cross-capability team ? Actively participate in IPTs, TEMs and working groups as required Qualifications: The successful Systems Engineer, Level III must have a Bachelors? or Masters degree in Electrical Engineering, Computer Science or related discipline with at least 12 years of Engineering experience in technical program management and/or as a system development team lead or at least 16 years of training and experience can be in lieu of a Bachelors degree (at least 50% of this experience shall be in programs with relevance to SIGINT, Communications Systems, and IT). The selected Engineer must have the following experience: ? Ten (10) years experience as a systems engineer in programs encompassing systems architecture, requirements analysis, design, production, integration, test and transition into ? Five (5) years systems engineering experience obtained in an intelligence community environment ? Experience with Microsoft Office products such as Excel, Word and PowerPoint ? Experience showing ability to work both independently and as an effective team member ? Experience showing flexibility to cope with a changing environment and short deadlines ? Experience in planning and organizing ? Excellent communication and customer skills (both verbal and written) ? Experience with software application, programming languages, hardware, processes or as a manager is required ? Must have Networking Engineering experience to include one or more of the following: server configuration, routers, firewalls, system administration, IAVMs • Knowledge of XML, XACML, policy languages (Attempo Controlled English, RuleXML), and policy products ? CISSP certified ? Information Assurance expertise - access control, audit management, configuration management, remote management, situational awareness ? Experience developing/fielding DoD NSA systems ?
