Accounting Job ID: HITS05091009 Accounting - Washington DC Metropolitan Area - HITS05091009 Description: Job Title: Accounting - Washington DC Metropolitan Area/Overseas Possible Job Code: HITS05091009 Job Description: * This is a broad generic, multi incumbent position description that represents full performance professional level work within the Finance professional occupational specialty with officers generally located in the Budget and Finance offices (B&F) at the Office, Directorate/MSO, and Agency levels, CFO components such as Financial Operations, Acquisition Services, the Working Capital Fund business offices, and Pay & Benefits. * Work includes performing a full range of routine to moderately complex financial activities to include: analyzing and interpreting financial information and policies to identify and resolve problems, discrepancies, and errors in financial data and/or finance systems; ensuring the maintenance of data integrity; providing technical assistance to Agency and/or non-Agency and OGA customers to solve a full range of financial problems. * Work may also include participating in budget formulation and execution processes within the area of assignment; ensuring proper and accurate execution and monitoring of the budget; and assisting in budget formulation activities. * Officers at this level provide onsite training and mentoring to developmental officers and other staff. * Depending on assignment, officers may serve as first line supervisors. * Officers may also be assigned to various locations functioning either in a field singleton position with or without regional responsibilities or as one of multiple finance resource officers assigned to a large field facility. * Incumbents may participate as a Contracting Officer Technical Representative responsible for contracting activities in coordination with contracting officer. Qualifications: * The position requires working knowledge of Generally Accepted Accounting Principles (GAAP), Federal Accounting Standards Advisory Board (FASAB) and Financial Accounting Standards Board (FASB). * The position requires working knowledge of appropriate Federal law and Agency regulations, concepts, methods and standards impacting financial activities, federal appropriations law, business resource planning practices and Agency budgeting practices and procedures, customer mission requirements sufficient to support required financial activities, quality assurance procedures to ensure data integrity and timeliness of the data. * The position requires the ability to apply mentoring, coaching and counseling techniques to develop subordinates in the area of finance administration. * The position requires a good oral and written communication skills sufficient to compose and deliver responses to customers routine questions in a clear and concise manner. * The position requires a good interpersonal skills, demonstrated by developing working relationships and networks with division/component/field managers and employees, staff, and colleagues. * The position requires an employee should demonstrate strong customer service skills by anticipating and responding to customers needs in a manner that generates customer satisfaction. * The position requires an employee must have the ability to interact with customers effectively in resolving routine problems and adapt to changing work requirements and priorities. * The position requires to show the ability to delegate responsibility, empower staff to make decisions and to interact with people who have different values, cultures, or backgrounds. * The position requires two years of progressively responsible professional financial experience comparable to the developmental performance level financial resource officer. * The position requires a strong understanding of the responsibilities associated with the execution of financial operations that includes financial management, accounting, auditing, and/or fiscal control. * The position requires a Bachelors Degree or an equivalent experience in Accounting, or in a Business discipline with significant course work in financial management, accounting, and/or auditing. * The position requires a relevant work experience in federal agencies, business or private accounting firms which would allow a person to garner equivalent knowledge and experience about GAAP, FASAB and other budgeting and accounting principles and practices will be considered as a substitute for the bachelor degree when in conjunction with significant coursework in accounting, cost accounting, and/or managerial accounting. This position requires the candidate to already possess an active Top Secret/SCI with Full Scope Poly Security Clearance and to maintain the clearance.
