Key Role: Perform cost estimation and business case analysis for civil, defense, and national security government agencies and large programs. Maintain responsibilities, including reviewing, advising, and conducting cost, schedule, and contract performance. Assist with the development of cost controls, procedures, and systems and forecasting techniques to evaluate contract or program statuses and ensure compliance with government and customer requirements. Provide variance and risk analysis and other economic studies. Assist with the development of quantitative cost models that provide effective and insightful analysis. This position is located in Aberdeen, MD. Qualifications Basic Qualifications: -2+ years of experience with cost estimating procedures and methodologies in the government environment, including applying them to manpower, weapon systems, infrastructure, and space systems programs -Experience with developing IGCEs using ACEIT and other tools -Experience with developing life-cycle cost estimates, providing input into the acquisition program baseline, and evaluating affordability -Experience with the DoD 5000 -Experience with cost estimating methodologies, including learning curve, production and rate effects, data collection, data validation and normalization techniques, risk analysis, estimating phasing, and earned value management -Experience with ACEIT -Ability to obtain a security clearance -BA or BS degree in Economics, Operations Research, Engineering, Finance, Accounting, Mathematics, IT, CS, or Business Additional Qualifications: -Experience with business case analysis, lease vs. buy analysis, net present value analysis, and cost benefit analysis -Experience with Microsoft Excel and PowerPoint -Experience with software, including Crystal Ball and SAS -Knowledge of the DoD resource allocation and acquisition process, including PPBS and the DoD 5000 -Ability to perform various economic analysis functions in determining resource analysis -Ability to lead small teams and manage client relationships -Ability to be flexible -Ability to display initiative and innovation -Ability to deal with ambiguous and fast-paced situations -Possession of excellent data gathering, analytical, and problem solving skills -Possession of excellent oral and written communication skills -CCE/A Designation Clearance: Applicants selected will be subject to a security investigation and may need to meet eligibility requirements for access to classified information.
