ManTech SRS Technologies is seeking a Program Financial Analyst to support a Government acquisition Program Executive Office (PEO) comprised of a multi-disciplinary, integrated team of Government and contractor personnel executing multiple, complex projects. The successful candidate will provide direct support to the corporate program manager of this 100-person contract in the financial planning and tracking of all program costs. Large scale government technical and/or acquisition program support experience is strongly desired. General responsibilities include: · Develop program/task order cost proposals and support the Contracts/Pricing Department in conducting pricing analyses for all program costs including labor, other direct costs, and subcontractor inputs. · Establish the program financial baseline and implement disciplined Earned Value Management (EVM) principals to ensure successful program spend plan execution. · Develop and implement internal program financial status reporting process/procedures, templates, and data requirements for all subcontractors and provide comprehensive inputs to corporate status reporting requirements. · Develop and maintain financial spreadsheets depicting the program long-range budget, current expenditures, and projected spend curve. · Track internal and subcontractor financial performance against approved bids and proactively report negative trends or deviations to facilitate corrective action. · Develop trend analyses and forecasting to provide forward-looking project controls data. · Support the development of reports/briefings for periodic corporate and Government Program Reviews. In addition to internal program financial performance tracking functions, the candidate will support PEO business operation functions as required to include: · Develop OMB 300 exhibits, budgets, cost baselines, and schedules to meet contractual/project requirements. · Conduct independent assessments of contracted system developers’ EVM data to verify compliance with earned value requirements. · Interpret cost and schedule variance using EVM tools and methodologies, including development of cost and schedule performance indexes. YOU MUST HAVE THE FOLLOWING TO QUALIFY: · You should have 5-7 years direct relevant experience serving as a key member on a staff executing a complex program encompassing multiple tasks Bachelor of Science degree · Comprehensive understanding of Government accounting and acquisition processes is strongly desired · Extensive experience in resource planning/management functions across a multi-disciplinary, matrixed team environment is required. · Superior analytical skills, attention to detail, effective decision-making, and excellent oral and written communication skills are essential · At a minimum, a favorable background investigation conducted within the last five years; Secret clearance preferred · A current Customs and Border Protection or Department of Homeland Security Background Investigation is strongly desired · Strong familiarity with PeopleSoft, Cost Point, or related accounting system; Earned Value Management principals and implementation ManTech SRS, a subsidiary of ManTech International Corporation, provides a variety of C4ISR system engineering and information systems support to government customers.
