The NGA Center for Best Practices seeks an outstanding policy analyst to join its Education Division. The ideal candidate will have strong analytical, research, writing and communication skills and the proven ability to manage multiple projects, work with high-level state policymakers in a variety of settings and respond effectively to their needs for information and assistance. RESPONSIBILITIES: ? Provides information and technical assistance to governors policy advisors and other state officials. Occasionally provides policy analysis to NGAs standing committees, task forces, work groups, and others. ? Conducts qualitative and quantitative analysis; manages the design and collection of information necessary for successful project completion and to inform technical assistance to states. Manages projects and ensures that specifications are met. Organizes, supervises, and coordinates project workflow including management of consultant and sub-contract agreements with states and other organizations. ? Organizes, participates in and conducts workshops, conferences, and seminars. This involves occasional travel to other states. ? Writes reports, articles, issue briefs, and memoranda on policy issues and best practices of relevance to governors and their policy staff. ? Disseminates information about state activities in multiple areas, best practices of states, and evaluation of policy options with particular emphasis on the implications for states in the context of the intergovernmental system. ? Updates and maintains relevant NGA websites related to issue areas. ? Establishes and maintains relationships with individuals and groups within and outside NGA necessary for staying current on policy issues and completing projects. QUALIFICATIONS: Bachelors degree (advanced degree in relevant area preferred); substantive knowledge of education reform issues/policies and effective practices, and an understanding of the policymaking process at the state and national levels. The ideal candidate also will possess: ? Familiarity with state policy and the role governors play in advancing an education policy agenda; ? Excellent research and analytical skills ? Excellent communications skills ? writing, speaking, listening, advising state customers ? Ability to identify and track key issues of concern to governors and develop promising initiatives to address these concerns ? Interpersonal skills necessary to be work effectively with a variety of colleagues, funders and state and federal officials ? Strong organizational and project management skills ? Ability to assume responsibility and take independent action ? Competency in the use of relevant technologies including software packages (Word, Excel, PowerPoint, etc.) and electronic communications Salary range is low forties to low fifties and excellent benefit.
