Work to be performed: Support alignment of business processes with mission and strategy. Define measures for organizational goals that are outcome-oriented and measurable. Perform process training to key government staff members. Conduct process engineering using the DMAIC approach to critical government processes. Analyzes and tests computer programs or system to identify errors and ensure conformance to standard. Consults with staff and users to identify operating procedure problems. Formulates and reviews plans outlining steps required to develop programs to meet staff and user requirements. Devises flow charts and diagrams to illustrate steps and to describe logical operational steps of program. Writes documentation to describe and develop installation and operating procedures of programs. Coordinates installation of computer programs and operating systems, and tests, maintains, and monitors computer system. Reads manuals, periodicals, and technical reports to learn how to develop programs to meet staff and user requirements. Writes and revises program and system design procedures, test procedures, and quality standards. Reviews and analyzes computer printouts and performance indications to locate code problems. Modifies program to correct errors by correcting computer codes. * Supports business design activities related to application software, data and packaged solutions (Business). * Analyzes requirements and develops high-level and detailed business process designs to the elementary business process (EBP) level and derived logical process (DLP) level (Business). * Coordinates acceptance testing and creates high complexity test scripts for the business area that contain multiple cases and cycles (Business). * Contributes to applying the Catalyst framework, in the role played, to determine the methodological steps that are appropriate for an engagement (Methodology). * Leads a team of 3-5 company resources, in area of expertise, to conclusion of a project phase (Management). * Designs and reviews designs for the user system interface (USI) for business applications (Technical). * Establishes credibility at all levels with clients and builds problem-solving partnerships with clients and colleagues (Relationship Management). * Understands the sales process, its information and support requirements, and assists business developers in identifying or qualifying leads (Leverage). Qualifications Basic Qualifications * Bachelors degree or equivalent combination of education and experience * Bachelors degree in business, computer science or related field preferred * Three or more years of experience in business analysis and design, preferably within a consulting environment * Experience working with issues and considerations for selecting business application packages and vendors * Experience working with delivery assurance principles and procedures Other Qualifications * One to two years of additional relevant experience in a particular business or industry specialty area * Strong analysis and design skills * Good communication skills * Ability to manage competing priorities in a complex environment * Ability to devise creative business solutions * Ability to convey a strong presence, professional image, and deal confidently with complex business problems * Willingness to travel Skills desired: * Process Improvement * Lean Six Sigma * Process mapping and modeling * Training * DoD Secret Clearance preferred Please refer to job code 490794 when responding to this ad.
