Work to be performed: Support Business Case, Cost/Benefit Modeling tasks: Economic and business case analysis that identifies innovative alternatives. Conduct cost and benefit analysis that support action plans and implementation for a wide range of strategic and tactical organizational challenges. Perform total cost of ownership modeling to assess all costs and revenues associated with BRAC, including cost for reconstruction, long-term operations and maintenance, and personnel. Conduct economic impact analysis to estimate the indirect job changes in local communities. Conduct economic impact analysis to estimate local employment, revenue, and profit impacts of different end-use alternatives for sites being transferred to the civilian section that would be generated by BRAC actions. Analyzes, reviews, and writes/rewrites programs, using workflow chart and diagram, applying knowledge of computer capabilities, subject matter, and symbolic logic. Converts detailed logical flow chart to language processible by computer. Resolves symbolic formulations, prepares flow charts and block diagrams, and encodes resultant equations for processing. Develops programs from workflow charts or diagrams, considering computer storage capacity, speed, and intended use of output data. Prepares or receives detailed workflow chart and diagram to illustrate sequence of steps to describe input, output, and logical operation. Compiles and writes documentation of program development and subsequent revisions. Revises or directs revision of existing programs to increase operating efficiency or adapt to new requirements. Consults with managerial and engineering and technical personnel to clarify program intent, identify problems, and suggest changes. Participates in unit testing and system testing procedures. Writes instructions to guide operating personnel during production runs. Prepares records and reports. Essential Job Functions * Gathers business requirements through a variety of techniques (e.g. work sessions and interviews) and facilitates design workshops (Business). * Builds case for action and helps to obtain buy-in from executive sponsors of the mission, vision and strategy and case for action (Business). * Assists with the development of conceptual business model views and high-level and detailed business process designs to the elementary business process (EBP) level and derived logical process (DLP) level (Business). * Develops the required work products for the business process and application domains of change (Methdology). * Leads a team of 3-5 resources (company, client, and third-party resources), in your area of expertise, to conclusion of a project phase (Management). * Assists in prototyping business applications to ensure accuracy in design and applicability to user requirements (Technical). * Establishes credibility at all levels within the client and builds problem-solving partnerships with the clients and colleagues (Relationship Management). * Understands the sales process, its information and support requirements, and assists business developers in identifying or qualifying leads (Leverage). * Provides leadership and work guidance to less experienced personnel (Leadership). Qualifications Basic Qualifications * Bachelors degree or equivalent combination of education and experience * Bachelors degree in a related field preferred * Bachelors degree in business, computer science or related field preferred * Five or more years of consulting experience with business analysis, design, and redesign * Experience working with CSC Catalyst and/or equivalent client-mandated methodology * Experience working with techniques and approaches for business process design * Experience working with techniques and approaches for test planning and execution Other Qualifications * One to two years of additional relevant experience in one or more business or industry specialty areas * Good workflow analysis and business process integration skills * Good communication skills * Ability to manage competing priorities in a complex environment * Ability to devise creative business solutions * Ability to convey a strong presence, professional image, and deal confidently with complex business problems * Willingness to travel Other desired skills: * Business case analysis and modeling * Research and data collection * Model development and maintenance * Report writing * DoD secret clearance preferred Please refer to job code 490778 when responding to this ad.
