Policy Analyst/Senior Policy Analyst - Early ChildhoodPosted: November 20, 2009
The NGA Center for Best Practices seeks a senior policy analyst or policy analyst to join its Education Division. In addition to the minimum requirements listed below, the ideal candidate will have: ? familiarity with state policy and the role governors play in advancing an early childhood policy agenda; ? work experience with state-level policymakers; and ? strong knowledge of government policy, programs, systems infrastructure, and financing for children ages birth to five (e.g., child care, pre-kindergarten, Head Start, health, child welfare, early intervention, family support, etc.) at the local, state and/or federal level. RESPONSIBILITIES: ? Provides information and technical assistance to governors? policy advisors and other high-level state policymakers. Occasionally provides policy analysis to NGAs standing committees, task forces, work groups, and others. Disseminates information about state best practices. Evaluates policy options with particular emphasis on the implications for states. ? Writes reports, articles, issue briefs, and memoranda on policy issues and best practices of relevance to governors and their policy staff. ? Interprets research findings; manages the collection and analysis of information necessary for successful project completion and to inform all technical assistance to states. ? Organizes, participates in and conducts workshops, conferences, and seminars. ? Updates and maintains relevant NGA websites and electronic portals related to issue areas. ? Establishes and maintains relationships with individuals and groups within and outside NGA necessary for staying current on policy issues and completing projects. ? May contribute to project conceptualization and development of funding proposals to deliver relevant and timely expertise to governors and their advisors on major early childhood policy challenges in their states. MINIMUM QUALIFICATIONS: ? Bachelors degree (advanced degree in a relevant area preferred); ? 3-5 years of relevant experience; substantive knowledge of early childhood related policies and effective practices; ? an understanding of the policymaking process at the state and national levels; ? strong analytical, research, writing and communication skills; ? the proven ability to manage multiple projects; ? excellent communications skills; and ? interpersonal skills necessary to work effectively with a variety of colleagues, funders and state and federal officials.
