RECRUITMENT AND EXAMINATION ANNOUNCEMENT ***Open to Qualified State of Maryland Employees Only*** TITLE: Manager, General Ledger (Accountant Manager II - Executive Service) SALARY: $51,627 - $82,892 (Grade 20) Commensurate with experience CLOSING DATE: November 16, 2009 (closing date extended) LOCATION: Baltimore, Maryland POSITION DESCRIPTION: The Maryland Transportation Authority (Authority) is seeking qualified applicants for the position of Manager, General Ledger. The Authority is a non-budgeted agency that relies solely on revenues generated from its transportation facilities. The Authority is accounted for as a propriety-type enterprise fund using the accrual basis of accounting, similar to a private business entity. This position provides managerial level of work and is responsible for the management of all general ledger accounts which supports the integrity of the financial statements. The General Ledger Manager is responsible for documentation and revision of MdTA accounting procedures to ensure proper internal controls within the Office of Finance. Responsibilities include: plans, directs and administers work accuracy by reviewing the completed work of the staff; plans, directs, and administers work accuracy by reviewing the completed work of staff (i.e., proper posting verify accrual entries, etc); responsible for the preparation of audit exceptions within the General Ledger if/when appropriate; reviews audit reports and prepares responses to audit exceptions and develops corrective action plans; manages, coordinates and reviews monthly reconciliation; ensures subsidiary ledgers are reconciled and month end closing is timely; effectively develops and mentors supervisory and front-line staff; ensures departmental practices are compliant with established policies and legal requirements; prepares year end schedules; prepares annual financial statements as needed; develops and implements reconciliations and compositions for accounts and is an active participant in automation projects. This Executive Service position serves at the pleasure of the Executive Secretary. PREFERED QUALIFICATIONS: EDUCATION: Possession of a Bachelors degree in accounting, auditing, public or business administration, finance, economics or a related field from an accredited college or university with a minimum of 30 credit hours in accounting. EXPERIENCE: Six (6) years of experience in professional accounting, auditing, budgeting, fiscal or financial management, two (2) years of which must have been in a supervisory/management role; experience with automated accounting systems (e.g., Microsoft Dynamics-SL (Solomon)); Project Management experience; overall understanding of all facets of a Finance Division (A/R, A/P, G/L, Capital Project Expenditures, Treasury). Notes: 1. Applicants may substitute possession of a certificate as a Certified Public Accountant (CPA) for one year of the required general experience. 2. Applicants may substitute possession of a Masters degree in one of the above specified fields or concentrations for one year of the required general experience. 3.
