BASIC FUNCTION: Supervises or performs all activities necessary to process one or more complex payroll(s) for ADP Comprehensive Outsourcing Services clients. Assist Payroll Manager in ensuring that all payroll, accounting and auxiliary system requirements are met (e.g. W-2s, tax filing, banking requirements, benefits, stock, and pension record keeping). Performs weekly, monthly, quarter-end and year-end audits. Responsible for ensuring that all processing procedures/controls in the Enterprise Payroll system process cycle are performed. Acts as a lead technical and functional resource for the Payroll Specialists. Directs the work of at least two or more other employees. GENERAL RESPONSIBILITIES: 1. Responsible for paying COS client associates. Reviews and processes all Human Resources and payroll-related associate data, including but not limited to new hires, terminations, leaves of absence, wage changes, transfers, and other changes. Imports external pay files (time and labor management, commissions, etc.) into Enterprise Payroll. Performs pre-production audit for each pay group prior to release. Completes processing cycle for each pay group on release day. Performs post-production maintenance and audit to prepare for next processing cycle. Audits payroll output and provides recap to client liaison, including timely distribution of paychecks, within time frame for resolution of outstanding issues. Utilizes existing ad hoc and standard reports libraries to assist with internal auditing and creates custom reports as needed. Maintains integrity and confidentiality of Enterprise Payroll database. 2. Communicates and provides World Class Service/ Payroll Customer Support to client base located remotely throughout the country. Develops strong business partnerships with client counterparts in Human Resources, Payroll, and Accounting. Effectively manages client payroll policies and procedures. Ensures compliance with all applicable federal, state and local tax regulations as well as wage and hour laws. 3. Supervises the issuance and posting of manual payroll checks. Proactively works to analyze and resolve issues that create the need for manual checks; thereby, reducing exposure and errors, penalties, and interest resulting from late tax deposits. Manages the timely resolution of outstanding payroll and accounting issues. Assists Manager is supervising all quarter-end and year-end audits including file reconciliation, adjustments, and W-2 distribution. 4. Assists in the implementation and integration of newly acquired business units into the Enterprise Payroll system. Supervises or performs the processing of multi-state and multi-jurisdiction payrolls with a higher level of complexity. Processes job cost payrolls. Handles pay groups with a high volume of associate transactions. Responsible for performing all duties associated with balancing and controlling earnings and deductions totals, calculating and preparing general ledger entries, inspecting automated system input and output registers and standard reports, determining and correcting out-of-balance conditions, preparing and filing tax reports, researching and preparing special reports for management, calculating special pays, controlling special pay processing at the request of the client. QualificationsRequired (Experience, Skills, Academic): Education: . Associate or undergraduate degree in Business Administration or Accounting (or equivalent in education and experience). .  CPP (Certified Payroll Professional) certification strongly preferred. Experience: . 6 to 8 years of automated multi-corporation, multi-state, large employer (3000 plus employees) payroll processing in a supervisor or manager level position. ADP Enterprise, HRizon or PeopleSoft experience strongly preferred. . In-depth knowledge of payroll processing, tax reporting, accounting principles, as well as, wage and hour laws. Skills: . Good verbal and written communication skills. . Ability to analyze and resolve problems through effective customer service interface and communication. . Must be able to work under time constraints to ensure that deadlines are met. . PC literate (Windows, Excel, Word, Enterprise, HRizon, ReportSmith).
