In a collaborative environment, the Environment, Health and Safety Compliance Managers primary responsibility is to ensure compliance with federal; state/local regulations and corporate requirements at the project level. In addition, this technical manager will provide trouble shooting and corrective action support to project and AWE MSG corporate staff. Key Accountabilities Develop, document, and provide training on a project specific Health and Safety program using company guidelines and processes. Implements a state of safety awareness for all work. Observe, document, train, and provide feedback to third party vendors performing work on behalf of company. Perform all near miss and actual safety accidents analysis, corrective / preventative measures, and manage Workmans Compensation process under direction of EH&S Director and legal staff. Develop, document, provide training, and implement a project specific Environmental Compliance program using company guidelines and processes. Obtain Base Environmental Compliance Officer (ECO) certificate and maintain compliance with the Base program requirements. Develop with input from field staff site specific Environmental Plans and supportive documents such as EMS, EMP, SPCC, SWPP, RMP, Cross Connection Control Practice, SWAP, VAs, Water sampling plans, environmental procedures, and compliance calendars. Perform inspections as required by plans. Assists or leads the preparation of all permit applications, prepare regulatory reports, provide monthly EH&S reporting, and provides all support needed for EH&S compliance Routinely perform audits of water and wastewater facilities for regulatory and company policy compliance, prepare audit findings, and manage closure / corrective actions. Routinely observe project staff work for compliance with EH&S program. Develops processes and procedures to support ongoing changes to EHS programs as needed based on Federal and/or State regulatory changes and/or corporate policy changes. Other Duties as assigned, at times supporting other AWE Business Units Skills Strategic approach of short and long term objectives/goals for projects. Assists in developing a plan to reach those objectives/goals and methods to monitor the compliance status of a project and its progress toward achieving compliance goals Encourages the effective use of technology to improve facility operations. Proactively introduces change into the facility to address emerging issues. Contributes to efforts to maximize performance. Institutionalizes the concepts of continuous quality improvement activities, performance measurement and benchmarking. Can clearly articulate complex issues both verbally, and in writing to both technical and non-technical people. Demonstrates a strong commitment to project safety activities, practices and standards. Demonstrated ability to deliver training in a unique way that engages participants Knowledge Broad working knowledge of Federal Clean Water Act, NPDES requirements, OSHA Standards, Safe Drinking Water Act, Clean Air Act, and state regulations that affect AWM project operations such as, waste water regulations, and other state regulations that affect projects. Solid knowledge related to EHS Compliance management of drinking water and wastewater treatment systems and processes. Graduation from an accredited college or university with a degree in Bachelors Degree in Chemistry, Biology or Environmental Science, business administration (or related field), environmental engineering, and four (4) years of experience in implementing EHS programs in an industrial setting or water and wastewater system. Additional qualifying experience may be substituted for the degree on a year for year basis. Four (4) years experience in water and wastewater industry compliance for environmental and Health and Safety programs. Must possess a valid state drivers license.
