Position Summary: Provides team leadership and expertise for on-site project management/administrative support and coordination to a complex contract, project, task(s) or business unit. Duties may include contract accounting and reporting, payroll/personnel processing, project schedule focus to management, tracking annual fiscal plans and monthly updates, maintenance and reporting, contract administration, purchasing, facility leasing and service administration. Maintains contract budgets, prepares contract-billing, estimates materials, equipment, production costs and delivery schedules. May oversee facility administration and purchases of equipment and supplies as related to contract requirements. Responsibilities: Develops plans including budgets and schedules to meet contractual/project requirements for several major portions of a program. Ensures compliance with internal procedures and government procurement regulations. Establishes and defines program plan requirements and directs or performs in-depth studies to determine optimum program plans. Develops financial controls, procedures, systems, and forecasting techniques to evaluate contract/program status and ensure compliance with government and customer requirements. Monitors progress of program requirements. Monitors cost performance against plans to ensure contractual cost obligations are met. Performs complex financial/administrative reporting for major contracts and/or programs. Prepares complex financial/administrative reports and distributes to customers/user organizations. Provides weekly and monthly transactional and pricing support to programs. Conducts complex financial analysis (variance analysis, risk analysis, profit/loss analysis, etc.). Performs non-routine analysis and prepares non-routine financial reports. Liaison between operations and other administrative support organizations on financial issues. Interfaces with subcontractors, vendors, and customers and performs extensive investigations as required. May oversee facility administration and purchases of equipment and supplies as related to contract requirements. Provides leadership and work guidance to less experienced personnel. Education and Experience: Typically requires bachelors degree (in a technical field or business administration) or equivalent, and ten to twelve years of related (technical project management) experience. Security Clearance: Candidate must possess a TS/SCI with full scope polygraph security clearance. Physical Demands: Normal demands associated with an office environment. Ability to work on computer for long periods, and communicate with individuals by telephone, email and face to face. Some travel may be required.
