Airway Transportation Systems Specialist (System Specialist)

Duties: Services as System Specialist, the incumbent plans, coordinates and performs a variety of very complex assignments with a high degree of independence from supervision. Provides the highest organizational level of technical support associated with the most complex systems for which the FAA is responsible. Represents the organization as a primary technical point of contact on projects, programs and other work activities. Responsibilities include the integration, restoration, testing and evaluation of new advanced services or service components, hardware/software systems and processes. Applies comprehensive technical knowledge to protect the integrity of all components and systems to provide NAS service delivery. Demonstrates the ability to interpret, select and apply principles and practices related to the knowledge of scientific and engineering fields. Collaborates with system users, planners, engineers and contractor personnel for the acceptance of new or modified systems and provides assistance for resolving problems with the installation of improvements. LOCALITY PAY: Salary includes locality rate of 21.25% INTERVIEWS: All, some or none of the candidates may be interviewed. QUALIFICATIONS: Experience that demonstrates an extensive knowledge of and experience in technology system interrelationships, and management of civilian or military automated aviation, navigation and electronics systems. Generally, experience at the next lower level (Pay Band H/level III) or equivalent, meets the minimum qualifications for this position as long as the experience provides the Demonstrated Abilities that follow below. Ability to complete complex assignments, with broad impact on NAS, without supervision. 2. Expertise on legacy and newly developed NAS modernization systems, within a large facility, or multiple facilities. 3. Ability to apply a comprehensive technical knowledge to protect the integrity of components and systems, which provide NAS services. 4. Ability to focus on overall NAS systems performance and causes of system degradation. 5. Ability to apply skill in resolving unique technical problems. 6. Ability to be the primary technical point of contact for complex NAS systems with the knowledge and expertise to provide technical guidance and direction for multiple systems. 7. Ability to work with high level representatives of outside organizations, including DoD, Airport Management, contractors, etc. 8. Ability to collaborate with system users, planners, engineers, and vendors on installing or improving complex automation systems in the NAS. 9. Ability to develop broad recommendations on enhancing the efficiency of NAS systems by modification and application of existing or emerging technology.
