* This is a broad generic, multi incumbent position description that represents first-line management level work within the Finance professional occupational specialty with officers generally located in the Budget and Finance offices (B&F) at the Office, Directorate/MSO and Agency levels, CFO components such as Financial Operations, Acquisition Services, the Working Capital Fund business offices, Pay & Benefits, and other locations. * Officers assigned to these positions function as financial program managers responsible for all financial activities within area of assignment and may have staff management responsibilities. * Work is conducted within broadly established financial strategic program guidelines and initiatives, ensuring the provision of effective world-class resource management and effective and timely customer support. * Management responsibilities may include ensuring financial program data integrity and reporting accuracy; establishing and maintaining appropriate internal controls; and reengineering financial execution and budgetary processes utilizing internal/external financial operational best practices and procedures. * Duties include managing the day-to-day financial activities within area of assignment ensuring financial compliance; providing strategic and/or specific financial resource advice and guidance to managers and staff on the design, implementation, and/or management of financial activities. * Work may also include preparing area budget submissions for the IPOM, BES, and CBJ budget exercises; monitoring all budget execution activities and making adjustments/corrections as needed; providing extensive technical budgetary advice and guidance to program managers in the development and implementation of resource plans. * Officers assigned to these positions may also be assigned to other locations, generally located at large Class A facilities that may have regional responsibilities. §    Officers assigned to these positions may be responsible for direct staff management and development through staff motivation, constructive feedback and career guidance. §    Officers communicate policies supportive of the CFO’s vision, goals and objectives encouraging open and honest communication; incorporates adaptive management techniques in a culture of knowledge-sharing, teamwork and continuous learning. §    Based on assignments, incumbents guide and lead contracting activities associated to Contracting Officer’s Technical Representative responsibilities in collaboration with contracting officer. Qualifications: * The employee should have extensive knowledge of Generally Accepted Accounting Principles (GAAP), Federal Accounting Standards Advisory Board (FASAB) and Financial Accounting Standards Board (FASB). * The employee should have extensive knowledge of appropriate Federal law and Agency regulations, concepts, methods and standards impacting financial activities, federal appropriations law, business resource planning practices and Agency budgeting practices and procedures, customer mission requirements sufficient to support required financial activities, quality assurance procedures to ensure data integrity and timeliness of the data.  * The employee should have the ability to apply analytic and diagnostic techniques and qualitative techniques sufficient to identify, evaluate, and recommend to managers appropriate financial solutions to resolve interrelated financial problems and issues.  * The employee should have the ability to lead, and/or manage and develop staff.  * The employee should have strong written communication skills to compose and deliver highly technical responses to senior management and customers’ inquiries and concerns. * Employee should demonstrate strong analytical skills necessary to compile data, analyze it, and develop financial, budget or other substantive reports. * Three years of progressively responsible professional financial experience comparable to the senior level financial resource officer responsible for the oversight and execution of complex financial operations.  * The employee will have a Bachelors Degree in Accounting, or in a Business discipline with significant course work in financial management, accounting, and/or auditing. COTR - Level III * Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. Position requires a current Top Secret/SCI with Full Scope Poly Security Clearance.
