Accounting Job ID: HITS05091012 Accounting - Washington DC Metropolitan Area - HITS05091012 Description: Job Title: Sr. Accounting Job Code: HITS05091012 Job Description: * This is a broad generic, multi incumbent position description that represents senior-level professional work within the Finance professional occupational specialty with officers generally located in the Budget and Finance offices (B&F) offices at the Office, Directorate/MSO, and Agency levels, CFO components such as Financial Operations, Acquisition Services, the Working Capital Fund business offices, and Pay & Benefits. * Officers assigned to these positions provide senior level financial expertise and/or first line supervision to a team of financial resource professionals and support staff depending upon area of assignment. * Work is conducted within established financial strategic program guidelines, including the coordination of day-to-day financial activities, within area of assignment and performing the full range of moderately complex to complex financial activities. * Work may also include preparing area budget submissions for the IPOM, BES, and CBJ budget exercises; monitoring all budget execution activities and making adjustments/corrections as needed; and providing broad technical budgetary advice and guidance to managers in the development and implementation of resource plans; and developing, and/or interpreting and implementing Finance policies. * Officers may be assigned to foreign or domestic field locations functioning either in a field singleton position with or without regional responsibilities or as one of multiple senior finance resource incumbents assigned to a large field facility. * In addition, officers assigned to these positions may be responsible for first line staff supervision, prioritizing and delegating work assignments, providing technical direction and guidance, providing constructive feedback and technical career guidance. * Officers communicate policies supportive of the CFOs vision, goals and objectives encouraging open and honest communication; incorporates adaptive management techniques in a culture of knowledge-sharing, teamwork and continuous learning. * Based on assignment, incumbents may serve as Contracting Officer Technical Representative responsible for a full range of contracting activities in coordination with contracting officer. Qualifications: * The employee should have considerable knowledge of Generally Accepted Accounting Principles (GAAP), Federal Accounting Standards Advisory Board (FASAB) and Financial Accounting Standards Board (FASB). * The employee should have considerable knowledge of appropriate Federal law and Agency regulations, concepts, methods and standards impacting financial activities, federal appropriations law, business resource planning practices and Agency budgeting practices and procedures, customer mission requirements sufficient to support required financial activities, quality assurance procedures to ensure data integrity and timeliness of the data. * The employee should have the ability to conduct complex analysis of execution trends, plus have strong organizational and analytical skills necessary to compile data, analyze it, and develop budget and other financial reports. * The employee should have the ability to lead, and/or manage and develop staff. * The employee should have good oral and written communication skills sufficient to compose and deliver responses to customers routine questions in a clear and concise manner. * The employee should have good interpersonal skills, demonstrated by developing working relationships and networks with division/component/field managers and employees, staff, and colleagues. * Employee should demonstrate strong customer service skills by anticipating and responding to customers needs in a manner that generates customer satisfaction. * They should have the ability to interact with customers effectively in resolving routine problems and adapt to changing work requirements and priorities. * Show the ability to delegate responsibility, empower staff to make decisions and to interact with people who have different values, cultures, or backgrounds. * Three years of progressively responsible professional financial experience comparable to the developmental performance level financial resource officer. * Has a strong understanding of the responsibilities associated with the execution of financial operations that includes financial management, accounting, auditing, and/or fiscal control. * The employee will have a Bachelors Degree in Accounting, or in a Business discipline with significant course work in financial management, accounting, and/or auditing. * Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. Position requires a current Top Secret/SCI with Full Scope Poly Security Clearance.
