Accounting Job ID: HITS05091011 Accounting - Washington DC Metropolitan Area - HITS05091011 Description: Job Title: Sr. Accounting Job Code: HITS05091011 Job Description: * This is senior manager-level work within the Finance professional occupational specialty with officers generally located in the Budget and Finance offices (B&F) and Plans offices at the Directorate and Agency levels, CFO components such as Financial Operations, Acquisition Services, and Working Capital Fund business offices. * Officers assigned to these positions function as financial program managers responsible for broad financial strategic programmatic direction and initiatives providing effective resource management, developing world-class resource management expertise, and providing effective and timely customer support. * Broad responsibilities include ensuring financial program data integrity and reporting accuracy; establishing and maintaining appropriate internal controls; and reengineering financial execution and budgetary processes utilizing internal/external financial operational best practices and procedures. * Duties include establishing, implementing and analyzing complex financial activities, ensuring financial compliance, providing strategic and/or specific financial resource advice and guidance to most senior managers and staff on the design, implementation, and/or management of financial activities. * Work may also include managing and assessing all budget formulation and execution activities within area of assignment to include planning, coordinating, and developing Directorate, Agency or target-based budget submissions for the IPOM, BES, and CBJ budget exercises and operating year. * Provides technical advice and guidance to senior managers on strategic budget planning, strategic program analysis, increased data integrity through program integration and reengineering, and cost estimating. * Serves as lead technical resource to senior level Agency management and external entities (i.e., OMB and Congress) in the presentation of budgetary briefings and/or the provision of technical supporting documentation/outlines. § Officers assigned to these positions are responsible for staff development and management by creating an environment that motivates employees to perform at the highest level and fairly rewards employees based on their contributions to the mission. § Officers communicate policies supportive of the CFOs vision, goals and objectives encouraging open and honest communication; incorporating adaptive management techniques to motivate, mentor and promote a culture of knowledge-sharing, teamwork and continuous learning. § Based on assignment, incumbents oversee and manage contracting activities associated to Contracting Officers Technical Representative responsibilities; ensures coordination with the contacting officer. Qualifications: * The employee should have thorough knowledge of Generally Accepted Accounting Principles (GAAP), Federal Accounting Standards Advisory Board (FASAB) and Financial Accounting Standards Board (FASB). * The employee should have thorough knowledge of appropriate Federal law and Agency regulations, concepts, methods and standards impacting financial activities, federal appropriations law, business resource planning practices and Agency budgeting practices and procedures plus knowledge of customer mission requirements sufficient to anticipate required financial support. * The employee should have the ability to apply analytic and diagnostic techniques and qualitative techniques sufficient to identify, evaluate, and recommend to managers appropriate financial solutions to resolve interrelated financial problems and issues. * Have the ability to prepare and deliver briefings to senior Directorate, Agency managers, corporate Finance managers, or external financial managers on Finance topics. * The employee should have the ability to lead, and/or manage and develop staff. * The employee should have the ability to manage competing priorities and work requirements and have excellent interpersonal skills necessary to elicit cooperation and support from others. * The employee should have strong written communication skills to compose and deliver highly technical responses to senior management and customers inquiries and concerns. * Three years of progressively responsible professional financial experience managing a financial program. * The employee will have a Bachelors Degree in Accounting, or in a Business discipline with significant course work in financial management, accounting, and/or auditing. COTR - Level IV * Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. Position requires a current Top Secret/SCI with Full Scope Poly Security Clearance.
