Senior Acquisition Analyst

Nortel Government Solutions has an immediate opening for a Senior Acquisition Analyst located in Washington D.C. The ideal candidate shall have of acquisition support experience in the federal government environment. The candidate will have experience supervising a team of approximately 10 individuals who are responsible for all phases of acquisition activity.The candidate and the team will have responsibility to interview the programs, draft and project manage the packages, interface and obtain feedback of all package constituencies and monitor and manage all phases of the package lifecycle. The candidate shall possess the ability to read and interpret Federal Acquisition policy, regulations, and directives and to apply those interpretations fully and legally to all activities. This candidate will support ongoing and new initiatives by developing acquisition documentation including the following: * Advance Procurement Plans * Requirements Analysis * Analysis of Alternatives * Cost-Benefit Analysis * Acquisition Plans and Strategies * Requests for Proposals and Requests for Quotes * Statements of Work * Independent Government Cost Estimates * Justifications for acquisitions conducted under other than full and open competition * Source Selection documents- including Technical Evaluation Committees and Business Evaluation Committees * Best Value Reports and Performance Based standards measures and performance requirements summaries. The candidate will also provide advisory support to evaluation committees, protest support(as necessary) and contract administrative actions, including contract closeout Requirements Education Requirements: Bachelors degree or equivalent and 12 years experience. Requirements: Qualifications:The senior acquisition specialist must have at least 3 of the 12 years experience in a supervisory/leadership role. They must clearly possess knowledge and skills with 1. the ability to communicate effectively both orally and in writing, with senior personnel. 2. the ability to read and interpret Federal acquisition policy, regulations and directives and to apply those interpretations fully and legally to all activities and 4. the ability to provide clear leadership, technical direction and guidance to all lower level acquisition support personnel.
