Finance Manager,Government Contracting & Compliance Position Summary: The Finance Manager/Government Contracts Compliance Manager supports the Practice Business Management team in the organization of government contracts. This position will be fully responsible for ensuring adherence to government regulations in all aspects of running our growing government contracts business, and will assist in the preparation of business proposals when responding to government procurement opportunities. Additional accounting duties are involved with this position. Essential Responsibilities: Contract administration, including all activities from inception through closeout. Subcontract administration, includes working with legal department to prepare teaming, subcontract, and non-disclosure agreements. Serve as the liaison between client service staff and legal department for procurement opportunities, subcontractor agreements, and compliance/insurance issues on government contracts. Cost proposal development, including RFP analysis, development of pricing strategy, providing counsel to operations as to business risks, and administering subcontractor proposals. Review monthly billing to government clients to ensure compliance with government regulations. Produce project control reports and budget tracking schedules on a weekly basis to client leaders for effective financial management of government accounts. Communicating government regulation updates to staff regularly. Serving as point person for all communications between internal staff and government Contracting Officers. Administration of GSA contract, IFF administration on state and federal levels, audit support, maintain ORCA filing and registration in CCR, semi-annual subcontracting reporting and assistance in company GSA marketing efforts. Prepare annual budgets and monitor budgets for government clients. Assist client service team with revenue forecasting for government clients on a quarterly basis. Manage relationships with subcontractors and vendors working on government accounts. Monitor government websites for new business opportunities. Supports monthly close process as needed. Skills/Requirements: Familiarity and prior experience with major government contract types (CPAF, CPFF, FFP, ID/IQ, T&M, R&D, etc.) Strong understanding of program management functions. Working knowledge of government contracts regulations (FAR, FTR, etc.) Experience with developing proposals, conducting cost/price analyses, preparing cost estimations, rate development/pricing, forecasting, and budgeting Skills/Requirements (continued): Ability to work independently in a fast paced environment, ability to multi-task, meet strict deadlines and manage multiple contracts and customers simultaneously. Proven talent in applying problem-solving skills to develop strategic solutions. Effective analytical and organizational skills. Strong written and oral communication capabilities. Solid computer skills in standard MS Office® programs to effectively set up forms in MS Word® and develop and maintain pricing and budget spreadsheets in MS Excel®. Ability to effectively manage proposal schedules and changes, enforce contract terms and conditions, and provide contract guidance to account team members. Education/Experience: BS/BA in Accounting/Finance or related field 5 to 10 years experience in government finance/contracts; certificates in contract management are a plus.
