Responsibilities: The incumbent will assist in managing and coordinating the Capital Programs design & construction review process for the Department of Subways; prepare and analyze operating budget impacts of capital investments; prepare, track, review and/or approve cost benefit and alternative analyses and budget modification staff summaries; coordinate capital program priorities and construction work with Subways divisions and Line Managers; aid in the development of strategic planning documents for transit system improvements; attend Design Review Meetings and make recommendations on project construction management issues; assist with 5-year Capital Program planning and 20-Year Needs Assessment, process Beneficial Use & Final Acceptance, ensure that projects are funded and progress as scheduled. The incumbent will also provide oversite for consultants, develop grant proposals and submissions, identify potential sources of funding, and provide support for the stations and/or communications capital program areas. Exper. & Educ.: Assoc. Staff Analyst/Staff Analyst 2 - A baccalaureate degree from an accredited college with a major in one or more of the following: economics, business/public administration, or a related field and 3 years of satisfactory full-time professional experience. Staff Analyst I - two years of satisfactory full-time professional experience. Assoc. Trans. Mgmt. Analyst/ATMA 2 - A baccalaureate degree from an accredited college with a major in one or more of the following: industrial management, business administration, engineering, architecture and 3 years of satisfactory full-time paid experience in the field of management engineering analysis in a business, of which at least two years must have been in a mass transportation industry. ATMA 1 - 2 years of satisfactory full-time professional experience. All candidates must possess a baccalaureate degree. Desired Skills: 1. Knowledge and experience of engineering and construction practices and methods. 2. Working knowledge of New York City Transits Capital and Operating Budgets processes. 3. Knowledge of Department of Subways operating division and Line Managers Operations. 4. Excellent written, verbal communications and interpersonal skills. 5. Experience in computer applications and programs.
