GENERAL SUMMARY: Oversees, directs and takes the lead in major civil engineering projects. Performs highly responsible engineering work in the field and office; manages, leads and carries out major engineering projects and programs. Senior level project engineer with greater skill, independence, broader technical, administrative and managerial knowledge to ensure good engineering practices are used; has wide latitude for independent decision making consistent with sound engineering practices; guides and trains intermediate and junior engineers. ESSENTIAL FUNCTIONS: Manages the multi-year Water Main Reconstruction Program; Leads the design and preparation of bid-ready documents for water main reconstruction projects; Performs in-house designs of pipelines; Uses ArcGIS to present data management results and the scope of Water Main Reconstruction Program; Performs design/construction problem resolution; Interfaces with the public, public officials and regulatory agencies; Coordinates water reconstruction projects with sewer reconstruction, counties, and other utilities; Performs related duties as assigned. REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: Comprehensive knowledge of the principles and practices of civil engineering; Comprehensive knowledge of WSSC standard procedures, practices and policies, industry standards and practices, and municipal public works planning, design, and administration; Ability to plan and direct the work of professional engineers, other engineering personnel and administrative personnel; Ability to apply engineering knowledge and interpersonal and managerial skills to administrative, professional and technical problems/assignments; Ability to apply multi-disciplinary, global approach to solving problems and handling projects; Ability to prepare and effectively present highly technical, comprehensive and complex reports verbally and in writing. MINIMUM EDUCATION, EXPERIENCE REQUIREMENTS: Bachelors degree in Civil, Sanitary or Environmental Engineering and five years experience in the practice of professional civil engineering, including one year in planning and directing complex engineering projects at the intermediate civil engineering level. ADDITIONAL REQUIREMENTS: Possession of a valid drivers license and ability to obtain a WSSC drivers permit. Holder or the ability to obtain CPR, First Aid and Confined Space Entry certifications.
