Child Welfare Policy Analyst

ICF International ICF International partners with its clients to design and implement solutions and services that protect and improve the quality of life. We seek a Child Welfare Policy Analyst to work within our Human Services and Community Development Practice, Child Welfare Line of Business.

ICF International seeks a Child Welfare Policy Specialist to support the ongoing activities of the Childrens Bureau (CB), Division of Child Welfare Policy, in Washington, D.C. The Policy Specialist supports Federal staff in their work to provide leadership and direction in policy development and interpretation under Titles IV-B and IV-E of the Social Security Act and the Basic State Grant under the Child Abuse Prevention and Treatment Act (CAPTA). The Division of Policy writes regulations and interprets policy for the Childrens Bureaus formula and entitlement grant programs, and responds to requests for policy clarification from ACF Regional Offices and a variety of other sources.

The Policy Specialist will support the Childrens Bureaus Policy division will develop government regulations, policies, and legislative proposals related to child welfare, including adoption, foster care, the Child Abuse Prevention and Treatment Act (CAPTA), and Titles IV-E and IV-B of the Social Security Act (SSA). He/she will draft regulations for Federal review, produce briefings and talking points for Childrens Bureau, Administration and Congressional staff, and will be required to review, analyze, and assimilate complex legislative materials and child welfare subject matter.

The Policy Specialist will review, analyze, and assimilate complex legislative materials and child welfare subject matter and disseminate this information to multiple and varied audiences. He/she will draft proposed rules and analyze public comments received in response. He/she must be able to communicate complex and detailed information clearly and concisely in both written and oral forms. The Policy Specialist identifies emerging issues and changing needs in the field. He/she works collaboratively with the Federal team to contribute to high quality work products, often on tight timelines. He/she will interface with other Federal agencies, interface with ACF staff, work across Childrens Bureau divisions and maintain a close connection to Child Welfare Information Gateway. He/she must know when it is/is not appropriate to share information between the project and Federal teams. The Policy Specialist will receive corporate supervision from the Information Gateway CB Program Support Manager and will receive client direction/supervision from the Director of the Division of Child Welfare Policy.

Skills and Experience:

* Masters degree in social work or social science, public policy or juris doctor required * Minimum of two years experience in Federal and/or policy development/analysis, preferably in a human service field, required * Experience in drafting regulations strongly preferred * Background in child welfare strongly preferred * Excellent writing skills, strong analytic and verbal communication skills required * The candidate must demonstrate commitment to accuracy and detail, and must exhibit a collaborative, cooperative and friendly attitude * He/she must be able to manage multiple tasks under critical timeframes in a highly confidential environment
