Provides first level supervision for the section tasked with delivering explosives safety and environmental technical services for facilities engineering projects developed, designed, and constructed under the Navys Military Construction (MILCON) program. Plans and directs the technical execution of explosives safety and environmental services including, but not limited to, the development of site plans and request for explosives safety site approvals (SAR), the planning and review of National Environmental Policy Act (NEPA) documentation, the direction of NEPA support service contracts as required, the preparation of facility design and evaluation test documentation, the review of architect/engineer (A/E) design submittals, and the review of requests for proposal (RFP). Assist in the planning, development, and cost estimating of MILCON programming documentation (i.e., DD Form 1391 Military Construction Project Data). In addition, this section will oversee Computer Aided Design (CAD) functions and staff associated with master/site plans, architectural drawings, and renderings. Develops short range plans and schedules for the current technical effort. Supports development of long range plans and schedules for anticipated future work. Ensures task plans, processes, work instructions and other controls are effective and compliant with defined processes. For work assigned to the section, track cost, schedule and effort performance and other metrics as defined in Program/Project plans. May assist in the application of Earned Value Management System (EVMS) disciplines for projecting and tracking cost, schedule, effort. Provides personnel with day-to-day technical direction. Plans, directs, and participates in technical activities associated with delivering explosives safety and environmental technical services. Maintains responsiveness to customer requirements and maintains customer relationships. Regularly interfaces with customer representatives to support execution of current technical task(s) and planning for future activities. Assists in the development of section related Basis of Estimates (BOE), Contract Statement of Work (SOW), Contract Deliverable Requirement Lists (CDRL), and other contract related items. Perform supervisory duties including, but not limited to, hiring, training, evaluating, counseling, and disciplining employees. Perform supervisory role in timekeeping and travel. Ensures personnel are properly qualified, perform duties effectively. Identifies successors for all key technical positions. Sets technical and performance objectives with subordinates. Conducts performance appraisals. Schedules leave usage. Ensures that all personnel are informed of and adhere to all pertinent Company policies and procedures. Plans and schedules own activities. Behavior meets BAE ethical standards. May prepare technical studies, reports, and proposals in support of project development goals. Maintains a safe work environment and ensures compliance with safety objectives and policies in various environments including shipyards. Shares responsibility for self-development with immediate supervisor.
