Raytheon is seeking an experienced professional to provide Capital Planning and Investment Control (CPIC) support in the National Nuclear Security Administrations (NNSA) Office of the Chief Information Office (OCIO). Specific CPIC requirements include supporting the NNSA OCIOs on-going CPIC program, developing and implementing an IT portfolio management framework and process within the NNSA OCIO, and advise Federal and contractor staff on portfolio management issues. Specific CPIC management requirements include working with other contractor staff in support of the NNSAs existing CPIC tasks (e.g., preparation, review and submission of Exhibit 53s and 300s, working with field staff to resolve issues raised in PIPs, supporting the Quarterly Control reporting process), developing an IT portfolio management strategy, working with Field and HQ staff to create a NNSA IT portfolio, maintaining the IT portfolio based on IT investment decisions, and identifying and implementing portfolio analysis techniques to provide meaningful reports to senior Federal staff. Responsibilities include preparing policy level documents, working with Federal and contractor staff in the development, documentation, and implementation of CPIC and portfolio policies and processes, working with CPIC support tools (e.g., e-CPIC), developing recommendations to improve the NNSA IT portfolio, and working with IT portfolio analysis tools Will be responsible for maintaining strong working relationships with personnel resident at field sites; gathering information from various Headquarter and field locations; maintaining portfolio data, and interfacing with senior Federal staff. Work Location is Washington, D.C. Required Skills: * Must have a Bachelors degree in Computer Science, Information Systems or related discipline, or possess equivalent experience in lieu of degree. * Must have minimum 6+ years direct experience with Capital Planning and Investment Control (CPIC) and IT portfolio management in the Federal government environment. * Must have experience working with information management including CPIC portfolio and CPIC IT portfolio analysis processes and products. * Must have the ability to work closely with all levels of Federal and contractor staff. * Must have excellent communication skills, both verbal and written. * Must have the ability to participate in regular travel to CONUS field sites comprising 10%. Qualified applicants may be subject to a security investigation and must meet minimum qualifications for access to classified information. Active Secret clearance and U.S. Citizenship required. Desired Skills: * Experience working in a mixed classified & unclassified environment is a plus. * Working knowledge of e-CPIC and IT portfolio tools (e.g., ProSight or WorkLenz) is a plus.
