External Description: Project Consultant (CSO) GENERAL SUMMARY Responsible for the coordination and implementation of projects and programs in direct support of business objectives. Sets standards to and ensures compatibility with industry, regulatory and public health requirements. ESSENTIAL RESPONSIBILITIES - Assumes responsibility for programs and projects, at the direction of the management team. Assists with the analysis, implementation and evaluation phases of the process. - Assists in translating needs, issues, and ideas into effective strategies and action plans. Coordinates team/project activities and schedules. - Performs data analysis, synthesizes data and identifies key findings. - Communicates results/recommendations to management team. Develops creative alternative solutions. Recommends action steps to team and client. - Uses application skills for decision support tool familiarity. Provides technical assistance and training to plans and other users on technical aspects and underlying concepts. - Develops policies, procedures and guidance to support identified processes. - Reconciles relevant databases to assure consistency, tracks down data gaps and/or reviews contract requirements. - Coordinates resources to ensure that projects and programs have sufficient means to meet/exceed expectations. - Develops modeling specifications for cost-effective solutions. - Develops and refines methodology on process and outcomes measurement including HEDIS, HCFA, etc. Seeks out normative data, benchmarks, etc. for comparative purposes. - Performs other duties as required. JOB SPECIFICATIONS - Bachelors degree or equivalent experience. - Significant (usually 4 to 5 years) analytical and/or consulting experience. - Possesses technical/operations expertise in some areas. - Demonstrated ability to conduct and interpret quantitative/qualitative analysis. - Demonstrated ability to navigate among economic, clinical, research and technology disciplines. - Substantive knowledge of managed care operations. - Strong written and verbal communication skills. - Demonstrated consulting, project management and leadership skills.
