PRINCIPAL RESPONSIBILITIES: The Counseling and Advocacy Program Analyst assists the Headquarters program staff in managing and supporting the FFSPs Counseling and Advocacy Programs including Clinical Counseling, Family Advocacy, New Parent Support, Crisis Response/Critical Incident Intervention, Casualty and Disaster Response and Sexual Assault Intervention. Research and analyze new or best practice management practices for applications to the program. Develop curriculum and program implementation guidance. Provide program analyst support to FAP/NPS Program Manager, SAVI/Clinical Counseling Program Manager and senior FFSP Analyst. Develop training and briefing materials with respect to FFSP CAP for diverse military and civilian audiences. Develop, analyze and prepare administrative procedures, directives, memoranda of understandings, files, controls and other materials governing program requirements and funding. Participate with CAP Managers in the development, implementation, maintenance and evaluation of CAP Programs by conducting assist visits to CNIC activities and developing/disseminating information on new initiatives. Coordinate with CAP Managers and other CNIC Headquarters Program Managers on development of marketing plans and campaigns. Represent CNIC CAP Managers on inspection teams, working groups or assist visits. REQUIRED QUALIFICATIONS: Education / Licensure /Experience: * Masters Degree in Social Work or Marriage and Family Therapy, OR * Doctoral Degree in Clinical or Counseling psychology * Licensed to practice independently * Two years, including at least 2,000 hours, of full-time post-licensure clinical experience. * Strong writing and verbal skills, analytical ability and significant experience with Microsoft Word, Excel, Power Point and other appropriate programs. * Knowledge and experience working in military Family Advocacy and Clinical Counseling settings. * Skill in applying analytical and evaluative methods and techniques in developing new procedures and approaches. * Ability to prepare and conduct management briefings to supervisory authority. DESIRED QUALIFICATIONS: * Knowledge of Navy structure, CNICs role in military Quality of Life programs and ability to understand activities at that level. * Ability to integrate headquarters, regional, installation and command requirements, input and efforts. * Knowledge of the methodologies used for studies and analyses and knowledge of how to use that information for program improvement. * Ability to work as a team member in a complex, multi-layered, fast-paced organization. * Ability to respond quickly and professionally to new requirements. * Knowledge of new and best practices in Counseling and Advocacy and ability to infuse them in policy and programs. * Ability to conduct extensive research into directives, instructions, policies and law that affect the Counseling and Advocacy program and the ability to provide useful information in these areas to decision-makers and the field.
