The Senior Accountant assists the Director of Finance in safeguarding the assets of the company against fraud, loss, or misuse. The Senior Accountant must: ensure that any money expended is done in accordance with all relevant accounting practices (including FAR, OMB, and GAAP), company policy, and any other cost principles imposed; assure that all costs are reasonable, able to be allocated, allowable, and necessary; be aware of, and adhere to, the companys standards in all activities; and ensure that the accounting unit functions efficiently in all financial matters. Key Responsibilities: * Understand and articulate the basic tenets of Internal Control and Generally Accepted Accounting Principles to other staff members * Lead the process of ongoing improvement of financial systems and internal controls * Implement standard company procedures to manage and monitor the financial resources of the project office * Apply basic A110, A122, and A133 (US Government) Cost and Audit Principles as well as those under FAR 31, FAR 52, and CAS * Enter transactions in accounting system (Deltek), assuring detailed memos, proper charge codes, account codes, and job tracking * Assure payment of per diem and transport to participants and other expenses paid in field activities is properly managed, documented, and follows project policy * Manage travel advances to staff, assuring proper documentation and timely clearing of all advances * Process travel claims for staff and consultants in accordance with company Travel Policy and government travel regulations * Create journal entries, ensuring all entries are properly coded and charged to the proper account codes and jobs * Supervise management of petty cash, assuring all purchases are properly documented, approved, and comply with petty cash management policy * Work in close collaboration with the Director of Finance to prepare and monitor project budgets and expenditures Requirements: A CPA and/or MBA are a plus, as is demonstrated business achievements. The role requires a demonstrated team player with previous work experience in an international / domestic development organization, demonstrated ability to work effectively in an entrepreneurial environment, and a high degree of energy, self-motivation, and resourcefulness.
