New York City Economic Development Corporation has an opportunity for an Engineer with a broad knowledge of engineering design, construction, inspection and review of public engineering projects. Works include review of designs and construction projects, audits changes or modification of construction projects and performs complex evaluation of capital improvement projects. Key Responsibilities * Audit payment vouchers of contractors, vendors and consultant payment for construction, equipment and related services in accordance with NYCEDC and its oversight entities? guidelines to ensure the payment requests are justified. * Ensures that the Contractor/Vendor has fulfilled their contractual obligations and NYCEDC has received appropriate value in a competitive bid process. * Review Change Order requests and non-competitive bids to ensure that the change order or contract costs are reasonable. Verifies that the work is not already within the scope of the original contract. * Exercises professional judgment consistent with the NYCEDC Guidelines to determine the extent of audit procedures necessary for evaluating the payment requests. * Performs Field Audits to physically verify vouchered amounts and evaluate the quality and progress of work. Ensures that all permits required by contractual agreement, law or other NYC entities have been obtained. * Perform desk audits of contractors or change orders by preparing separate estimates and comparing them wit the respective jobs price. * For final completion of a project, ensures that the work has been satisfactorily completed, and in the case of a delayed completed work, liquidated damages have been assessed or officially waived. * Verifies that the Contractor is in compliance with prevailing wages as prescribed by the Law. Qualifications * Bachelors Degree in Engineering from an accredited college or university * 5-7 years of engineering design and construction * Microsoft Office: Word, Excel, PowerPoint, Primavera or related scheduling software * Professional Engineer or Registered Architect (License/ registration) * Knowledge of Engineering audit, heavy construction, construction management, construction cost estimating, and construction scheduling. * Must be reliable and motivated self-starters with demonstrated competence. * Strong interpersonal, organizational and communication, both oral and written, skills. * Valid drivers license. * New York City residence is required within 180 days of hire.
