Actively engage with customer and team members to shape requirements and develop architectures for state of the art SIGINT/COMINT/ELINT systems on multiple platforms. Lead architecture trade studies to identify • best value? and competitively differentiated solution offerings. Collaborate with internal and external customers and team members to understand mission, use cases, business cases and logic, and solution impacts. Responsible for the proper allocation of team resources to generate all artifacts needed for architecture depiction, analysis, and vetting. Represent technical aspects of the program in all forums and with all stakeholders including senior management. Establish strong relationships with customer to define/refine requirements and facilitate enhancement of architectures and processing solutions. Responsible for requirements generation and analysis, concept of operations development and analysis, architecture depiction, architecture analysis and traceability between all system engineering domains. Lead all aspects of the Phase A analysis and milestone B product generation. Will require periodic travel to visit customers and other Raytheon sites. Mentors, advises, and develops knowledgeable system engineers and architects. The job location will be at Fort Meade, Maryland. Must be willing to take a Fullscope Polygraph. Required Skills: Experience: 10-12 years minimum experience in aerospace industry, Department of Defense, Intelligence Community or related experience. SIGINT domain knowledge and experience, including mission, platform and processing areas. Minimum 10 years of experience in system development lifecycle, from system level design through integration and test. Expertise in various system architectures including service-oriented architectures. Expertise in systems design and development including relevant COTS products. Experience with SDR. Experience with end-to-end system development and deployment. Experience with systems analysis, design, architecture, requirements analysis, configuration management, life cycle analysis, systems integration, systems testing and IV&V on large and small platforms and complex systems. Knowledge: Complete understanding and wide application of technical theories, and concepts in the field. General knowledge of other related disciplines. Problem Solving: Provide technical solutions to a wide range of difficult problems. Solutions are imaginative, thorough, and practicable, and consistent with organization objectives. Authority: Works independently, determines and develops approach to solutions. Work is reviewed upon completion by program Lead Systems Engineer in meeting program objectives. Impact: Contributes to the completion of specific program and projects. Liaison: Frequent inter-organizational and outside customer contacts. Represents the SE organization in providing solutions to technical issues. Desired Skills: Raytheon Certified Architect (RCAP) or equivalent certification is desired. DoD 5000 Major Program Acquisition process experience a plus. Experience in a leadership position providing supervision to other systems personnel that are solving varied systems related problems; and generating and reviewing architectures and requirements appropriateness in light of objectives and schedule. Product concept architecture knowledge and practiced skills. Experience in with understanding and translating customer mission needs, mission capabilities, and decomposition of system to derived requirements. Broad-based processing systems, hardware and software engineering experience in concept definition, systems architecture requirements analysis, and IPT lead preferably for more than one area (e.g. SIGINT/ELINT/COMINT). Must have a • big picture? mentality and appreciation of complex mission needs (technical, risk, affordability) to derive solution opportunities leveraging the appropriate mix of Raytheon, team member and/or COTS vendor core capabilities and differentiators. Entrepreneurial mindset: Must possess the ability to establish and work in a loose structure for innovation and a cohesive structure for execution. Confidence and effective participation and ability to lead in multiple Integrated Product Teams (IPTs) and to nurture customer relationships. Prior experience in leading multi-disciplinary teams. Strong communications and presentation skills Required Education(including Major): Undergraduate degree in Computer Science, Information Systems, Mathematics, Software or Systems Engineering, scientific or communications or other Engineering field or other related field. Graduate degree preferred. Experience may be considered in lieu of degree requirement.
